Job Summary:

This position is responsible for the development, implementation, evaluation and revision of the Safety Programs, which includes Security and Environmental Services, for Great Plains Tribal Leaders' Health Board. This position serves as the Safety Officer and will work to ensure a safe, healthy, and accident-free work environment to provide the highest quality services and patient care.

Essential Functions:

• Develops and implements programs, protocols, policies, and procedures to ensure the safety and protection of GPTLHB employees and Oyate Health Center (OHC) patients and visitors; works with management and staff to implement policies.

• Organizes the OHC Environment of Care (EOC) committee; creates OHC safety committee agenda and minutes comply with regulations, identify problems, assist with problem resolution and coordination of safety activities; and attends applicable meetings.

• Assists all programs and departments to integrate safety management standards, measures, and regulations into their program management; performs safety/risk assessments with all departments and compiles a formal report; and collaborates with departmental supervisors to implement changes to reduce, minimize, and eliminate risk in Safety Management and to continually improve the physical and environment of the facilities.

• Use reference data to anticipate health hazards and recommend preventive measures to 1) identify existing health hazards and prescribe controls; 2) substitute harmful substances with less harmful materials or processes; and 3) develop procedures to prevent human exposures.

• Direct, coordinate and evaluate Hazard Communication program in the facility meeting OSHA standards.

• Develop, implement, and keep up to date the Safety Management plans, including but not limited to, the Emergency Preparedness, Fire and Emergency Response Plans; ensure alignment and compliance with applicable regulatory and accrediting agency standards and recommendations.

• Plan, collaborate with other necessary departments to conduct and evaluate drills (fire, disaster, CPR, etc.); ensures documentation of drill and drill evaluation per the accreditation and regulatory standards.

• Establishes and implements safety training objectives; provides training and advises employees regarding safety plans, policies, protocols and procedures; develops and reviews a variety of training plans; presents appropriate health and safety training.

• Inspects organization facilities to monitor compliance with recognized standards, detect existing or potential accident and health hazards, determines corrective or preventative measures where indicated, and follows up to ensure measures have been implemented.

• Conducts on-site accident and incident investigations; prepares reports and makes recommendations for appropriate procedural changes.

• Works with leadership in appropriate areas to ensure that Safety Data Sheets, inspection reports, and hazard documentation are maintained and up to date

• Must comply with federal laws and regulations as required by the Health Insurance Portability and Accountability Act (HIPAA).

Supervisory Controls:

The supervisor sets the overall objectives and resources available. The employee and supervisor, in consultation, develop deadlines, projects, and work to be done.

In some assignments, the employee also determines the approach and methodology to be used. The employee keeps the supervisor informed of progress and potentially controversial matters.

Completed work is reviewed only from an overall standpoint in terms of feasibility, compatibility with other work, or effectiveness in meeting requirements or expected results.

Guidelines:

Guidelines for performing the work are scarce or of limited use. Administrative policies, precedents, laws and regulations are applicable but are stated in general terms.

The employee uses initiative and resourcefulness in deviating from traditional methods or researching trends and patterns to develop new methods, criteria, or proposed new policies.

Complexity:

The work typically includes varied duties that require many different and unrelated processes and methods, such as those relating to well established aspects of an administrative or professional field. Decisions regarding what needs to be done include the assessment of unusual circumstances, variations in approach, and incomplete or conflicting data.

The work requires making many decisions concerning such things as interpretation of considerable data, planning of the work, or refinement of the methods and techniques to be used.

Scope and effect:

The work involves establishing criteria; formulating projects; assessing program effectiveness; or investigating or analyzing a variety of unusual conditions, problems, or questions.

The work product or service affects a wide range of organizational activities, major financial activities, or the operation of other programs divisions of the organization.

Personal Contacts:

The personal contacts are with employees in the organization but outside the immediate department. People contacted generally are engaged in different functions, missions, and kinds of work, and may be representatives from various levels and departments within the organization, partner organizations, Tribal affiliate organizations, and employees of other healthcare organizations. Personal contact, at this level, may also made with members of the general public, as individuals or groups, in a moderately structured setting.

Purpose of Contacts:

The purpose is to plan, coordinate, or advise on work efforts, or to resolve operating problems by influencing or motivating individuals or groups who are working toward mutual goals and who have basically cooperative attitudes.

Physical Demands:

The work requires some physical exertion, such as long periods of standing; walking over rough, uneven, or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching, or similar activities; or recurring lifting of moderately heavy items. The work may require specific, but common, physical characteristics and abilities, such as above average agility and dexterity. The employee must be able to read, write, speak and hear.

Work Environment:

The work environment involves high risks with exposure to potentially dangerous situations or unusual environmental stress that require a range of safety and other precautions, e.g., working at great heights under extreme outdoor weather conditions, subject to possible physical attack or mob conditions, or similar situations where conditions cannot be controlled.

Supervisory and Management Responsibility:

This is a second level supervisor usually responsible for the work performance of one or more first level supervisors or of group of complex and difficult heterogeneous positions (i.e., employees all perform basically different types of work). This position is responsible for planning and organizing work functions, priorities, etc., and recommending significant changes in structure, methods, or procedures as necessary to meet objectives. The employee is usually responsible for interviewing counseling, performance evaluation and making recommendations for hiring, termination, and major disciplinary actions and similar personnel management actions.

Security Supervisor; Environmental Services Supervisor

Minimum Education & Experience Requirements:

Bachelor’s degree and three (3) years of progressively responsible relevant experience, or an associate’s degree and five (5) years progressively responsible experience, or a high school diploma or GED and seven (7) years of progressively responsible experience. The experience required for supervisory positions will be inclusive of at least one (1) year of supervisory/management experience.

This is a professional and/or supervisory position that requires post-secondary education and/or considerable experience. Individuals must have applicable education and/or experience applying basic principles, concepts, and methodology of a professional or administrative occupation, and skill in applying this knowledge in carrying out elementary assignments, operations, or procedures, or experience perform assignments such as carrying out limited projects that involve use of specialized complicated techniques.
