Job Summary:

In this role, you will support the preparation, generation, and performance of all contract closeout actions, documentation, and data entry into PRISM (or the current Contract Writing System) as required.


Job Responsibilities:

  • Track, monitor, transport, and store the contract closeout files from the Government until final shipment and disposition of the contract files.
  • Prioritize contract closeouts with Unliquidated Obligations (ULOs) with an emphasis on recovering usable funds.
  • Utilize the “Ready to Close Listing” provided by the Government (COR) to track the status and workflow of the contracts ready to close; maintain (in real-time) a contract closeout Microsoft Access database or Microsoft Excel Spreadsheet consisting of various computerized contract lists of contracts in process, including archived contracts (closed contracts), a missing contract file list, and a list of contracts awaiting final rates and audits.
  • Process, coordinate, and prepare contract modifications for closeouts, payments, vouchers, and invoices to be signed by a Government Contracting Officer (CO).
  • Ensure that the total funds obligated match the total payments made and verify final payment status of contractors.
  • Prepare novations as required in support of final closeouts.
  • Review discrepancies such as incomplete contracts, payments, accounting information, insufficient funds, progress payment balances, possible overpayment, unmatched disbursement, or negative unliquidated obligations, and conduct an exhaustive search of all available sources for documentation that prevents the completion of the reconciliation.
  • Prepare and process contract closeout files for archiving once closed; will be required to routinely lift and handle boxes weighing up to 35 pounds to prepare closeout files for archiving.
  • Provide technical and management support regarding contract closeout actions as requested. 
  • Prepare and process modifications to de-obligate excess funds for those contracts where residual contract funding can be removed and returned to the Government based on resulting validation.

 

Education & Qualifications:

  • Bachelor's Degree from an accredited educational institution.
  • At least 5 years’ experience in Federal contracting with demonstrable experience in Close Out/De-obligation support work.
  • Knowledge of Federal Acquisition Regulations (FAR) or Department of Defense Federal Acquisition Regulations preferred.
  • Proficiency with Microsoft Office – Word, Excel, Access, Teams.
  • Knowledge and working proficiency with PRISM or compatible contract writing systems are preferred.
  • TS Level Clearance required.
  • Detailed, organized, and the ability to work independently.
  • Strong written and verbal communication skills
