Lao Family Community Development, Inc. (LFCD) is a community development non-profit agency established in the City of Richmond in Contra Costa County in 1980. Today Lao Family has expanded its operations and service footprint to two additional counties including Alameda and Sacramento. LFCD’s headquarter office is in Oakland, CA. It delivers programs and services from 7 locations in 35 languages. The agency provides both community development real estate facilities and a diverse array of workforce, education, and human service that directly support predominantly low-income US born high barrier families and individuals, refugees, immigrants, transitional age youth, seniors and other special populations such as individuals with disabilities.


Job Summary: LFCD is seeking a qualified candidate for the Employment program. This position is responsible for interfacing with local employers and businesses, external organizations, and internal LFCD departments. Duties include: outreach recruitment, intake assessment, development, job placement, and job retention follow up. Program activities and strategies include long-term career advancement for each participant; understanding hiring and business development needs of each employer; the compliance requirements of funders; and can influence an individual’s ability to thrive and advance at the workplace. This position will directly report to the Site Manager.


Roles and Responsibilities:

  • Target prospective employers with job openings at reasonable starting wages with fringe benefits.
  • Lead job search, workshops, orientation session, interview, one-on-one and small group counseling.
  • Develop resume, cover letter, and individual employment plans; identifies participant needs to determine appropriate job interest and job match to secure job placement.
  • Provide labor market information, job fairs, job clubs, and job referrals.
  • Coordinate with employment team to recommend candidates for job openings.
  • Counsel participants individually and in groups for job search strategies, interviewing skills, and other topics to assist program participants to enter the job market, retain employment and/or advance in their job or career.
  • Recommend and develop training plan for participants, refer participants to appropriate training resources, and negotiate and monitor all contracts.
  • Be knowledgeable of the agency’s mission, vision, core values, and strategic plan. Join different agency initiatives to improve program and service quality. Be actively involved in the Commission on Accreditation of Rehabilitation Facilities (CARF) accreditation compliance and help accomplish the goals and objectives of the agency's strategic plan.
  • Other duties as assigned.


Requirements and Qualifications:

  • Bachelor’s degree in social work, psychology, or related field AND a minimum of 1-2 years of experience in a similar role required OR at least 4+ years of experience in similar role. Bilingual and bicultural in any languages/cultures are highly desired.
  • Self-starter, ability to work with minimal supervision; excellent communication, community relations, networking, and public speaking skills.
  • Knowledge of human services needs of the local job market.
  • Understand, explain, and apply complex local, state, and federal regulations, policies, and procedures. Detail oriented and exceptional time-management.
  • Able to travel to meet with service providers and participants; ability to work independently as well as part of a team; must have a flexible schedule on some evenings and weekends.
  • Proficient computer skills in MS Word, Excel, PowerPoint, database management, and internet explorer.
  • Must have a valid California Driver License, clean DMV record, and proof of current auto insurance and registration; must pass a background check. In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire.
  • The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to sit and work on the computer; use hands to handle or feel and talk or hear; moving objects up to 25 pounds.


Compensation: Hourly based on experience and education, along with a comprehensive benefits package including health plan/vision, dental, paid vacations, holidays, sick leave, and employer contributed pension/group life insurance.
