Job Summary: The Housing Services Program Manager is a key member of PIHC’s Client Services department who will provide oversight and management for all aspects of PIHC’s housing program, including but not limited to housing operations and program management and supervision of housing staff. The Housing Services Program Manager will also develop new community partnerships and strengthen existing partnerships in support of the mission and vision of PIHC’s housing program. The Housing Services Program Manager reports directly to the Director of Client Services.

Essential Functions:

Duties include but are not limited to managing the PIHC housing program, and ensuring that essential housing standards, guidelines, and protocols are developed, implemented, and followed.

Requirements:

Duties and Responsibilities

  • Provides oversight, management, direction, and facilitation of PIHC’s housing services which are provided to unstably housed, homeless, and low-income individuals and families who utilize a core PIHC service.
  • Takes the lead in identifying and applying for Federal, State, and local housing-related funding opportunities.
  • Completes all required reporting for Federal, State, local, and other housing grants.
  • Supervises all housing staff, determines staffing needs, and oversees the recruitment, hiring, and scheduling of all housing staff.
  • Regularly reviews budgets and grant deliverables to ensure sound fiscal and programmatic management of the housing program.
  • Monitors and update all internal Housing Data Management Systems as needed.
  • Actively represents PIHC at community housing-related events and on external housing-related committees.
  • Process all authorized housing applications for payment.
  • Provide housing case management services as needed.
  • Work with the Housing team and patients to assist in patients’ linkage to PIHC housing services and to community housing resources if needed.
  • Create and/or revise all housing program documents, including Standard Operating Procedures (SOPs).
  • Remain informed in content areas relevant to position, including but not limited to attending a minimum of three (3) hours of annual training in HIV treatment and care, and a minimum of three (3) hours of training in Housing services and program development.
  • Work collaboratively with staff members of other PIHC departments in the development and execution of PIHC’s housing services and program, including the Finance team as it relates to the processing of housing services payments for patients.
  • Abide by all Federal, State, local and agency regulations and policies regarding the confidentiality of patient information.
  • Assist with Housing Program audits and file reviews as needed.
  • Provide supervision, time sheet approval and technical assistance for PIHC’s Housing staff. Report and address Housing team disciplinary needs with the Director of Client Services and/or Human Resources as needed.
  • Assist the Housing team with resolving grievances between clients and landlords.
  • Perform additional duties as assigned.

Knowledge, Skills, and Abilities

  • Must have professional experience working in a healthcare setting, and providing services to the PLWH community and members of indigent and culturally diverse populations.
  • Must possess excellent leadership, interpersonal skills, and the ability to communicate effectively in a multi-cultural setting including target populations, agency staff, volunteers, and Board of Directors.
  • Possesses exemplary organizational and time management skills.
  • Must possess excellent computer skills, with demonstrated proficiency in word processing, Excel, and presentation software.
  • Must be able to utilize required electronic systems (e.g. Electronic Medical Record, Homeless Management Information system) for documentation of all client interactions.
  • Possesses experience working in a healthcare setting, especially with indigent and culturally diverse populations.
  • Possesses excellent communication skills (writing, spelling, listening, and speaking).
  • Cooperates as a team member.
  • Possesses problem-solving and decision-making abilities.
  • Is able to work and function without close supervision.
  • Follows through to completion of assigned tasks.
  • Possesses the ability to train and mentor staff to complete assigned work tasks.
  • Must be able to travel between PIHC centers on a regular basis to supervise staff and consult with center staff across departments.

Minimum Qualifications

  • Master’s degree in a service-related field highly preferred. A Bachelor's degree in a service-related field combined with at least 3 years of experience with housing and/or healthcare services will be considered.

Experience

  • Possesses a minimum of 2 years of work experience in a housing field
  • Possesses a minimum of 2 years of work experience in a healthcare setting
  • Supervisory experience preferred.
  • Administrative and program management experience is preferred.

License/Licensure

  • Social Work Licensure (LMSW or LCSW) preferred
  • Must possess a Valid Georgia Driver’s License
