General Definition of Work

Responsible for professional technical work assessing, planning, developing, coordinating, and implementing workplace safety programs and related training. Investigates and supports processing of property and workers’ compensation claims. Supports the entire FMPA generation fleet on safety initiatives, training, and assessments. Will support the FMPA Environmental & Compliance areas by supporting and conducting recurring training at the plant sites. Ensures the utility is compliant with all applicable workplace and industry regulatory safety policies, procedures and guidelines. Work is performed under general supervision. Position reports to FMPA Generation Support & Environmental Manager.

Essential Functions

  • Develops, assesses, plans, coordinates, instructs, and implements all workplace safety programs.
  • Conducts facility and field inspections across the fleet on a recurring basis throughout the year providing findings and recommendations to plant management.
  • Evaluates FMPA fleet Lock Out Tag Out (LOTO) programs to ensure compliance with practices.
  • Recommends and generates safety operating policies, procedures, and guidelines.
  • Keeps up to date and maintains workplace safety guidelines and regulatory compliance relating to utility operations and services as required.
  • Ensures FMPA sites follow Occupational Safety and Health Administration (OSHA), Environmental Protection Agency (EPA) and other State and Local safety directives and procedures.
  • Ensures all required regulatory reports are submitted in a timely manner.
  • Develops and conducts workforce safety training on a wide range of general and electric utility related topics.
  • Knowledge and ability to administer confined space program at all plant sites. This supports works in tanks, underground spaces, generation intake structures, etc.
  • Reviews and advises proper safety techniques and utilization relating utility equipment, tools, vehicles, protective equipment, and retardant clothing. Conducts facility and field safety inspections and makes recommendations to eliminate or mitigate hazards.
  • Conducts first aid and CPR training.
  • Tracks safety training and ensure required training is conducted in a timely manner.
  • Monitors department and employee compliance with Department of Transportation (DOT) CDL requirements and recommends any corrective actions as deemed appropriate.
  • Develop safety inspection reports and trend data to identify root cases, mitigation, and preventive measures to circumvent future occurrences.
  • Supports Human Resources and Legal on investigations of worker’s compensation claims.
  • Supports the FMPA Environmental department with coordination on Environmental safety issues as well as with any required support on Environmental training.
  • Supports the FMPA Compliance department with coordination on Compliance issues including support on any required plant compliance training.
  • Works with departments to address and resolve matters relating to the delivery of utility services, public safety and matters pertaining to protected species of animals.
  • Assist with advice on safety and compliance issues relating to hazardous waste and spills.
  • Assists on safety related budget items.
  • Prepares reports and presentations as directed.
  • Must be able to respond to all types of safety emergencies.
  • All other duties as assigned.

Knowledge, Skills, and Abilities

  • Thorough knowledge of the principles and practices of workplace safety.
  • Knowledge of public safety in the delivery of electric services.
  • Knowledge of Gas Monitoring Equipment and various Personal Protective Equipment devices (PPE)
  • Knowledge of the principles and methods used to support administering workers’ compensation issues.
  • Must possess excellent verbal and written communication skills.
  • Ability to develop and present effective safety, environmental and compliance training, and associated classroom instruction.
  • Ability to work effectively across all departments to ensure effective coordination of safety procedures, practices, and measurements.
  • Ability to make sound business decisions based on available information.
  • Ability to work well with groups, committees, and task forces.
  • Ability to work with external regulatory agencies as required.
  • Ability to maintain effective working relationships with other employees and management staff, other government agencies, and the public.
  • Must have exceptional investigative, analytical and problem-solving skills.
  • Knowledge of safety and compliance with responding to and handling hazardous waste and spills.
  • Must have knowledge and skill maintaining compliance with Federal, State and Local regulatory safety policy, procedures, and guidelines.
  • Basic knowledge of the National Electrical Safety Code.
  • General knowledge about protected animals as it relates to the delivery of electric services.
  • Ability to generate documents, reports and spreadsheets using Microsoft Office.

Special Requirements

Must be able to remain calm under pressure and respond to emergency situations with confidence and control. Must have a keen sense of situational awareness and astute ability to identify safety hazards. Ability to effectively motivate workforce to increase knowledge about safety compliance and accident prevention.

This is a day shift position. Overtime work may be required on weekends, holidays, or nights as needed in emergency or scheduled conditions.

A valid State of Florida Driver’s License is required.

Education and Experience

Possession of a bachelor’s degree in occupational safety and health, Industrial Safety and Engineering or related major from an accredited college or university and 10 years of professional experience in administration of safety and training practices. Electric utility experience is highly desirable. Standard First Aid/Cardiopulmonary Resuscitation (CPR) certification or must be obtained within 1 year from start of employment. Certified Utility Safety Professional (CUSP) preferred. Any combination of education, training and experience.

A comparable amount of training and experience may be substituted for the minimum qualifications.

Physical Requirements

Heavy lifting (45 lbs. and over); heavy carrying (45 lbs. and over); reaching above shoulders; use of fingers; use of both hands; climbing (use of arms and legs); use of both eyes; distinguishing basic colors; distinguishing shades of colors; good hearing (without hearing aid). Wear restrictive safety equipment including but not limited to safety glasses, face shields, hearing protection devices, gloves, and hard hats.

Normally works inside in air conditioning; however, may be required to work in heat; in cold; in high humidity; in bright sunshine; in dampness; on slippery or uneven surfaces; on or with ladders or scaffolding; at heights above ground level up to 50’; confined spaces; working closely with others; with poor lighting; poor ventilation; miscellaneous odors and fumes; with odors of gas; atmosphere or safety equipment used or needed air pack; hearing protection; hard hats; safety glasses; goggles; face shields and safety belts.
