JOB TITLE: CLINICAL DIRECTOR

Reports To: CHIEF EXECUTIVE OFFICER

Supervises: Mental Health Head of Service (HOS) Mental Health Clinicians, and Mental Health Rehabilitation Specialist (MHRS).

The Clinical Director develops, implements, and oversees Z.N.D. RESIDENTIAL, INC. (Z.N.D.) clinical vision and programming. The Clinical Director identifies and implements evidence-based, promising, and best practices for our program participants. The Clinical Director works closely with the Quality Assurance Officer and Executive Director to ensure that all program participants served by Z.N.D. RESIDENTIAL, INC. (Z.N.D.) experience a safe, healthy, and therapeutic environment. The Clinical Director directly supervises the (STRTP) Heads of Service (HOS) and provides clinical supervision to unlicensed clinicians in line with BBS regulations.

The Clinical Director possesses and implements a basic knowledge and educational background applicable to work with individuals, groups, other disciplines, and community systems within as well as outside the agency. The Clinical Director assists mental health program staff in their day-to-day responsibilities including, but not limited to, clinical work, documentation, teamwork and general supervision. They also carry a small caseload and provide direct mental health services including individual, group and family therapy. The Clinical Director documents, as well as reviews documentation of supervisees, for all services according to the Department of Behavioral Health (DBH) and Z.N.D. RESIDENTIAL, INC. (Z.N.D.) guidelines. The Clinical Director works with the Heads of Services (HOS) to ensure that all required mental health training is scheduled and completed in line with staff needs and Department of Health Care Services (DHCS) requirements. This position requires on-call responsibility, a high degree of flexibility in responding to emergent needs of program participants in crisis, and strong organizational and documentation skills and ensuring that all services are provided in accordance with the Z.N.D. RESIDENTIAL, INC. (Z.N.D.) mission statement, Vision Statement, Core Values & Beliefs, Code of Conduct and Z.N.D. RESIDENTIAL, INC. (Z.N.D.) Policies and Procedures.

The position oversees the clinical team and processes, including intake processes, biopsychosocial assessments, and the use of available data to create an individualized service plan that identifies program participants strengths and weaknesses to plan short and long-term goals. Cultivates a working knowledge and relationship with relevant community resources to meet the essential needs of young adults. Works closely with community behavioral health providers, and internal service teams to ensure coordinated and effective services. Oversees the provision of an intensive array of services and supports. Provides crisis prevention, intervention and safety planning services as needed. Adheres to laws pertaining to confidentiality, reporting requirements, and maintaining necessary compliance documentation.

Minimum/Desired Qualifications And Experience

The Clinical Director must meet the following qualifications:

• A current California License (LCSW, LMFT, LPCC, Ph.D./Psy.D.) granted by the State Board of Behavioral Science Examiners.
• Master’s Degree from an accredited or state approved graduate school.
• Minimum of two years post master’s experience (five or more years preferred) in a mental health setting, progressive supervisory/administrative experience in the field of behavioral health services, preferably in programs providing the care and treatment for severely emotionally disturbed youth or similar types of settings Must be 21 years of age or older.
• Must complete credentialing through Fresno County in order to supervise Clinicians/Mental Health who provide services.
• Must also complete credentialing through Fresno County in order to provide any direct Specialty Mental Health Services (SMHS) including any services provided in the absence of any other mental health staff.

Preferred: Five years’ post masters experience in a mental health setting. Ability to supervise Mental Health interns. Experience in programs providing care and treatment for severely emotionally disturbed youth. Bilingual in Spanish and English is preferred. As a condition of continued employment, must complete and accrue 40 hours of in-service training within one (1) year of hire date.

• Contribute to the development of Z.N.D. RESIDENTIAL, INC. (Z.N.D.) strategic goals and objectives as well as the overall management of the organization.
• Ensure ongoing programmatic excellence through rigorous program evaluation and consistent monitoring of clinical programming.
• Maintains knowledge of current evidence-based best practices relevant to the population served at the (STRTP).
• Facilitate Interdisciplinary Team Meetings.
• Encourage communication that is both effective within the treatment team and the agency.
• Serve as the clinical liaison to the Board; effectively communicate and present critical matters at select Board of Directors and committee meetings.
• Participates in organization of the work of the (STRTP) and delegating responsibilities to staff.
• Participates in recruiting, hiring, orienting, supervising, evaluating, and terminating agency employees.
• Participates in the development of a plan for the orientation, development, and provides training to clinical staff.
• Directly supervises Heads of Service (HOS).
• Monitor clinical staff performance and development goals, assign accountabilities, set objectives, establish priorities, and conduct annual performance appraisals.
• Reviewing complaints made by program participants and/or their authorized representatives as specified and deciding upon the action to be taken to handle the complaint.
• Implements policies and procedures and maintain systems that ensure a safe, healthy, and therapeutic environment.
• Observing and interacting with staff, program participants, and other individuals, as necessary, to ensure the quality of care for participants and program services.
• Reviewing and approving clinical documentation and reports.
• Overseeing the quality of Specialty Mental Health Services (SMHS) provided to youth placed at the (STRTP).
• Provide clinical supervision to associates registered with the BBS as needed, see qualifications below for clinical supervision.
• Participates in regular agency executive, leadership, clinical, and (STRTP) team meetings.
• Participates in admission, intake, transition, and discharge procedures.
• May provide evidence-based Specialty Mental Health Services (SMHS), including individual and group therapy, directly to program participants placed at the (STRTP) as needed.
• Shall provide coverage for Head of Service (HOS) and/or clinician. (individual, groups, team meetings etc.)
• Observes the day-to-day operations of the mental health teams/services and reviews documentation to ensure it meets Medi-Cal billing standards.
• Ensures supervisees are meeting productivity expectations.
• Participates in weekly case conferences.
• Provide crisis intervention when needed, utilizing a Trauma Informed Care approach.
• Reviews accuracy of all required clinical documentation and ensures that documentation and recordkeeping requirements are met.
• Coordinate mental health services provided outside of the organization.
• Completes all required county, state, and agency documentation within agency required timelines and standard.

IN THE ABSENCE OF THE CLINICAL DIRECTOR, THE HEAD OF SERIVCES (HOS) IS THE DESIGNATED SUBSTITUTE.
