PDB Operation Support Contract Program Manager

The Contract Program Manager’s primary role is to organize and coordinate projects within programs assigned. The Program Manager will provide strategic guidance to Team Leads and team members in ways that promote the company’s culture. The Program Manager’s role will also be to oversee the progress within the project and overall program. The Program Manager’s role will directly report to the Task Manager and the Government Client. The ideal candidate will be an excellent leader and will have experience in managing staff of different disciplines to produce results in a timely manner. They will also be able to develop efficient strategies and tactics within the organization. The goal of this role is to ensure that all programs deliver the desirable outcome to our organization and to our clients that we support.

Roles and Responsibilities:

The duties below outline the function the Contract Program Manager will perform on a regular basis:

• Developing evaluation methods to assess program strengths and identify areas for improvement.
• Producing timely and accurate reporting of program status throughout the life cycle.
• Prepare contract deliverables keeping abreast of contractual terms and conditions while assisting in preparation of modifications or replacements.
• Minimize incompatibilities and ensure standardized products.
• Lead contact in areas of the project such as control, legal, procurement and compliance.
• Cost management – consisting of research planning, estimating, budgeting and control activities.
• Execute and refine portfolio for program initiatives.
• Organizing programs and activities in accordance with the mission and goals of the organization.
• Developing new programs to support the strategic direction of the organization.
• Provide exceptional customer service throughout the entirety of the program from start to finish.
• Creating and managing long-term goals.
• Produce deliverables on time and with professional appearance.
• Developing a budget and operating plan for the program.
• Developing an evaluation method to assess program strengths and identify areas for improvement.
• Writing program funding proposals to guarantee uninterrupted delivery of services.
• Managing a team with a diverse array of talents and responsibilities.
• Ensuring goals are met in areas including customer satisfaction, safety, quality and team member performance.
• Implementing and managing changes and interventions to ensure project goals are achieved.
• Meeting frequently with clients to make communication easy and transparent regarding project issues and decisions on services.
• Strategize and outline goals and objectives of the program.
• Assign project managers and team members to projects.
• Estimate and implement program budgets.
• Set program controls/governance/standards.
• Monitor multiple projects through the entire program cycle.
• Manage the day-to-day detailed aspects of multiple projects.
• Set timelines for goal posts/due dates.
• Coordinate and utilize resources for multiple projects in the program.
• Manage and submit program documentation.
• Communicate with project managers to address potential risks.
• Solve problems and issues at all levels of the program and report them to the program director.
• Track program progress and submit monthly updates to the higher-level management team.
• Communicate program objectives, goals, and progress to program directors, executives, and upper management.
• Evaluate and supervise multiple projects.
• Organize cross-projects work within the program.
• Lead and mentor project staff and team members
• Set objectives to maximize ROI.
• Prepare and present progress and budget reports to program directors.
• Assist team members and project managers when needed to accomplish team goals.
• Producing accurate and timely reporting of program status throughout its life cycle.
• Manages quarterly Government and Contractor meetings.
• Develop, implement, and refine administrative controls.
• Host/Facilitate weekly Staff meetings as directed by DHA.
• Processes all GFE requests for DHA PDB.
• Provide executive and organizational updates to PDB & FE personnel.
• Facilitate monthly update to the PDB and FE leadership.
• Manages staffing report for the PDB contract personnel.

Required Qualifications

• Bachelor’s Degree but can be waived if equivalent experience level is acceptable to the government.
• Minimum of five (5) years previous experience in program management, project management, administration in a correlated field
• Ten (10) years’ experience managing medical facilities operations and maintenance strategies or government approved resume.
• Five (5) years technical experience with building systems (i.e., mechanical systems, electrical systems, etc.).
• Five (5) years’ experience developing multidisciplinary real property improvement projects or government approved resume.
• General knowledge of operations at higher level staff to include DoD, OSD, Combatant Commands, Joint Staff, DRUs and Services HQ Staff headquarters.
• Comprehensive knowledge of DoD and other service military department to direct complex staff actions that require knowledge of military command structure, missions, roles, and organizational structures.
• Ability to evaluate staff actions, proposals, orders and plans, and other recommendations in relation to DHA’s and DoD’s strategic plans, regulations, policies, and operations. The incumbent must have the ability to recommend corrective action as necessary.
• Analytical skills to permit translation of DHA program and mission objectives into overall DHA plans which can be implemented within the framework of federal regulations, DoD \and service regulations and procedures.
• Possess an active favorable NACI.

Preferred Skills

• Proficient computer skills, Microsoft Office Suite; working knowledge of program/project management software.
• Knowledgeable in program management methodology and techniques; performance evaluation and change management principles
• Experienced at compiling and following strict budgets.
• Excellent verbal and written communication skills
• Strong ability to multi-task, prioritize, and manage time effectively.
• Excellent understanding of project management
• DoD Healthcare Management experience.
• Familiar with DoD medical treatment facility (MTF) operations and can effectively communicate with healthcare professionals.
• Excellent client-facing and internal communication skills.
• Working knowledge of the DMLSS – FM Module, working knowledge with current National Fire Protection (NFPA) codes, and standards applicable to Healthcare; knowledge and familiarity with current Occupational Safety and Health Administration (OSHA) requirements for medical facilities; knowledge of facility condition inspections, real property inventory procedures, corrective action planning, and high-level root cause failure analysis.
