Job DescriptionJob Description

The Bid and Contract Specialist will report directly to the Director of Purchasing and is responsible for performing work related to the procurement of goods and services. This includes but is not limited to conducting bids and other procurement solicitations, reviewing and negotiating purchase contracts, and helping to ensure compliance with College policy and State contract law.

Example of Duties:

  • Conduct Bids, Requests for Proposal (RFPs) and Requests for Qualifications (RFQs), to include, with supervision, the drafting of bid documents, coordination of submissions, and the analysis of responses.
  • Maintain bid files, schedules, and related recordkeeping duties
  • Negotiate various types of agreements for goods and services
  • Review the terms of proposed purchase contracts
  • Maintain business relationships with vendors
  • Conduct market research and related data analysis
  • Respond to and resolve both internal and external inquiries
  • Assist in ensuring compliance with applicable New Jersey State procurement laws and College policy
  • Perform other duties as assigned

Qualifications:

  • Minimum two years of experience in Purchasing, Strategic Sourcing or Supply Chain
  • Experience conducting bids or formal solicitations, preferably public bids for a Government entity or similar organization
  • Familiarity with NJ State procurement laws and regulations
  • Familiarity with understanding of common commercial contract language, to include the Uniform Commercial Code
  • Experience independently negotiating contracts for goods and services
  • Strong communication skills, including the ability to communicate effectively in writing
  • Bachelor's degree (Required)
