Clinic hours of operation are Monday through Friday, 7am to 6pm. No nights or weekends.

Job Summary:

The Controller is responsible for managing and monitoring day-to-day operations of the accounting and finance functions. This position has a high level of interaction with management in departmental budget creation, forecasting, and other strategic planning activities. The Controller is also responsible for integrating information gathered from sources such as financial statements, audit results, industry indicators, and trends; and communicating and presenting this information in ways that are easy to understand. The Controller may report to the Fiscal Committee and Board of Directors at the request of the CFO.

None.

Duties/Responsibilities:

  1. Performs internal audits and provides a summary of results to the CFO.
  2. Works with the CFO to ensure compliance with federal and state regulations.
  3. Assists with the development, utilization, and assurance of adherence to Midtown Health Center’s fiscal policies and procedures. Recommends the development or revision of policies and procedures as needed.
  4. Works with appropriate staff to prepare for the annual audit and for funding-source audits for grants/contracts.
  5. Oversees the activities of the fiscal department for accurate and timely dissemination of financial reports, including annual budget and grant budget progress reports and monthly financial reports for the Fiscal Committee and Board of Directors.
  6. Monitors and reports benchmarks against the performance measures of Midtown Health Center and advises the CFO on necessary actions.
  7. Oversees monthly bank reconciliations performed by the Staff Accountant, or designee, and reports irregularities/discrepancies to the CFO.
  8. Oversees accurate billing and collections and manages the timely collection of outstanding non-patient receivables.
  9. Ensures accuracy of invoice coding for cost centers and grant expenses and revenue. Provides training to accounting and other staff as needed.
  10. Assists in pre-award activities including proposal preparation and budget development.
  11. Develops and maintains fiscal reporting tools to use with general budgeting, grant tracking, and cost center management to ensure utilization compliance processes are in place. This includes monitoring and assurance that both revenue and expenses are tracked appropriately in accounting software systems for the purposes of transparent, timely, and accurate reporting.
  12. Works with managers to ensure departmental financial tracking, fiscal reporting, invoicing, and documentation of transactions for agency business and meets appropriate timelines for reporting to funders, managers, and Board of Directors.
  13. Requests reimbursements in a timely manner for grants and contracts and assures tracking of such revenue according to accrual-based revenue tracking.
  14. Prepares budget revisions for assigned accounts/projects with the CFO and managers as needed. Monitors the need for revisions per agency and funding requirements.
  15. Ensures the closeout of all assigned projects to meet grant, contract, Board, and federal reporting requirements.
  16. Performs other duties as assigned.

Duties 1 through 15 are designated as ADA Essential Functions and must be performed in this job. All other job duties are secondary functions.

  • Must be able to maintain strict confidentiality of sensitive information in accordance to HIPAA regulations.
  • Ability to comply with all occupational safety and health standards and all rules, regulations, and orders issued under the Occupational Safety and Health Act (OSHA).
  • Ability to utilize critical thinking and problem solving skills to address clinic’s needs.
  • Ability to interpret oral and written instructions and do appropriate follow-up.
  • Ability to work independently and as a team member.
  • Must have exceptional time management and organizational skills.
  • Ability to constructively participate in quality improvement efforts.
  • Ability to actively participate in marketing and outreach activities when requested and emergency response events when required.
  • Bilingual (English/Spanish) verbal and written skills highly desired.

Education and Experience, Licensure and Certification:

  • Bachelor’s degree in finance, accounting, business, or related field preferred.
  • Three years of experience in healthcare finance required.
  • Management experience preferred.
  • Experience with EHR, EDR, and Financial Software preferred.
  • Must have a valid driver’s license and the ability to utilize own transportation for work purposes.
