We are seeking a highly experienced and knowledgeable Records Management Specialist to lead the enhancement and oversight of our Records Management (RM) program. The ideal candidate will have extensive experience in RM laws and guidance, direct experience with governmental agencies, and familiarity with NARA’s ERM Universal Requirements Version 3. This role involves assessing, developing, and implementing strategies to improve RM practices, ensuring compliance with regulations, and providing ongoing support and training to agency staff.

Key Responsibilities:

  • Conduct a comprehensive assessment of the current RM program, including evaluating existing policies, procedures, and RM systems, tools, and technology.
  • Identify gaps and areas for improvement in compliance with NARA regulations.
  • Develop and implement strategies and a comprehensive plan to enhance RM practices and address identified gaps.
  • Develop and/or update RM policies and procedures based on assessments and regulatory requirements.
  • Implement approved recommendations from the RM Improvement Plan.
  • Conduct training sessions for agency staff on updated RM practices and policies.
  • Provide ongoing support and guidance for RM staff and implement a feedback mechanism to address RM challenges.
  • Develop and manage a monitoring and evaluation framework for the RM program.
  • Conduct regular reviews to ensure continued compliance with NARA regulations.
  • Conduct interviews and surveys with key personnel involved in RM.
  • Maintain effective communication with stakeholders and RM staff to facilitate program improvements.

Preferred Skills:

  • Advanced understanding of NARA regulations and best practices.
  • Proficiency with RM tools and technology.
  • Proven project management expertise.

Required Qualifications:

  • At least five (5) years of experience working with applicable RM laws and guidance (e.g., Federal Records Act, NARA Bulletins and Guidance, Executive Orders, and CFR Title 36, Chapter XII, Subchapter B).
  • At least five (5) years of experience working directly with small to medium governmental agencies. Equivalent experience may be accepted as determined by FMCS.
  • Familiarity with NARA’s ERM Universal Requirements Version 3 (June 2023).
  • Strong understanding of NARA regulations and best practices.
  • Experience with RM tools and technology.
  • Strong project management skills.

Education: Bachelor’s degree in Records Management, Library Science, Information Science, or a related field.
