ABOUT THE JOB

The Tepa Companies are seeking an Environmental Technician who will provide on-site and remote (Home Office) technical support and data management services to the United States Environmental Protection Agency (EPA) Region 7 selected program offices. This shall include, but not be limited to, processing and validating program management information in a program or National database of record; entering data into EPA database systems; extracting data from EPA database systems; reconciling data between various databases and file information to ensure data accuracy and integrity; research data in EPA database systems; and providing reports of systems databases as needed.

The Environmental Technician will provide technical support and data management services to the Resource Conservation and Recovery Act (RCRA) and Toxic Substances Control Act/Polychlorinated Biphenyl (TSCA/PCB) Program. This shall include, but not be limited to, processing and validating RCRA program management information in the National Database of Record (RCRAInfo to include the TSCA/PCB module); entering enforcement and inspection data into the Integrated Compliance Information System (ICIS); entering RCRA program data into other existing RCRA-related databases within the Enforcement & Compliance Assurance Division (ECAD) and Land, Chemical & Redevelopment Division (LCRD) Corrective Action Branch (CAB) and Permitting & State Partnership Section (PSPR) branches as necessary to track RCRA generator, enforcement, financial assurance, permitting and corrective action activities; reconciling data between various databases and file information to ensure data accuracy and integrity; and facilitate implementation of the RCRA hazardous waste Biennial Report cycles.

Job Functions:

  • Ensures the receipt and accurate entry of data into the RCRA and TSCA/PCB program information management systems (RCRAInfo, to include the TSCA/PCB module), ICIS, and other RCRA-related databases.
  • Reviews data entry forms for completeness, accuracy, and data anomalies.
  • Evaluates and ensures the accurate placement of RCRA facilities within the nationally defined universes in RCRAInfo, based on facility operations, program requirements, and consultation with RCRA program staff.
  • Analyzes hard copy documents, electronic documents, and other databases to identify data elements to include in RCRAInfo (to include the TSCA/PCB module), ICIS, and other RCRA-related databases.
  • Performs the necessary data QA/QC analysis and review to ensure data quality and integrity in RCRAInfo (to include the TSCA/PCB module), ICIS, and other RCRA-related data systems.
  • Compares data from one database to another to determine incomplete, inaccurate, or missing entries, then makes corrections.
  • Performs the necessary data Quality Assurance/Quality Control (QA/QC) analysis and review to ensure data quality and integrity in EPA data systems.
  • Performs records management for all source documentation after data entry into the appropriate information management systems.
  • Provides reports and data from the RCRA and TSCA/PCB program information management systems to support EPA in responding to requests concerning hazardous waste activities.
  • Conducts testing and analysis on pre-production platforms of the RCRAInfo (to include the TSCA/PCB module) system to facilitate improvements and trouble shoot upgrades to the national database.
  • Facilitates the successful implementation of the Hazardous Waste Biennial Report in Region 7 in accordance with the schedule established by EPA Headquarters.
  • Uploads documents to RCRAInfo
  • Creates data entry forms that reflect system changes for the RCRAInfo (to include the TSCA/PCB module) database.
  • Maintains and makes available on the EPA network share drive, blank data entry request forms for RCRA program staff to make data entry requests.
  • Provides technical assistance to EPA and the States on issues involving information management system function, data entry, and report production as requested.
  • Provides training to the EPA, Region 7 States, and Regulated Community on the various databases such as RCRAInfo (to include the TSCA/PCB module), ICIS, , and other RCRA-related databases.
  • Attends or schedules RCRA Program meetings on an “as-needed” basis as determined by the COR
  • Documents any meeting with a written report that details the issues discussed, resolutions proposed, and actions to be taken.

WHAT WE’RE LOOKING FOR

  • High School Diploma or equivalent.
  • At least 3 years’ experience with data entry, audit/validation of data entry, and report production.
  • At least 1 years’ experience with Microsoft Office suite (Excel, Word, PowerPoint)
  • At least 1 years’ experience with Metabase
  • At least 1 year experience as a System Administrator of RCRA Info; preferred
  • At least 2 years’ experience with technical assistance training on hazardous waste system(s), preferred system RCRAInfo and report production/utilization; preferred
  • Must complete all EPA mandatory training and provide certificates of completion
  • Must be proficient in using all EPA mandatory software, telecommunications, and all electronics systems (e.g., Microsoft Teams, Microsoft SharePoint, Adobe Connect, Webinars, etc.)
  • Must be proficient and maintain proficiency in the RCRA databases to include system upgrades as they occur and be familiar with the RCRAInfo data and biennial reporting
  • Frequent to Constant work to be conducted within an office environment (Home Office and/or EPA Region 7 Offices) and on a computer, keyboard and/or telephone
  • Will be allowed to telework, unless otherwise directed by the client
  • Occasional out-of-office activity
  • Some travel may be required within the local commuting area as well as to attend meetings, conferences, training, and seminars within the 4-State area or other cities in the continental U.S
