eporting to the Finance Director this position performs professional work in the management, development, design, analysis, administration, reporting and communication of the City’s operating and Capital Improvement Program (CIP) budgets. Work involves monitoring deadlines, collecting, summarizing, and consolidating data; allocating variances of funding sources; analyzing and interpreting complex information, administering various City budgetary programs and makes recommendations to the City Manager, Finance Director, Department Heads, City Council and special committees. The overall goal of this position is to assure the long–term financial health of the City through prudent allocation of resources

Major Duties

 

· Develops the annual operating and Capital Improvement Program (CIP) budgets.

· Prepares revenue analysis and analyzes budget issues.

· Prepares budget calendar identifying major milestones, budget cycle events and target deadlines; compiles, updates and distributes budget preparation materials packets for all departments; conducts preliminary budget meetings.

· Assists department heads through the budget request process; compares data and recommends appropriate adjustments; checks, balances and verifies completed budget requests and enters into department budget spreadsheets.

· Conducts meetings with department heads and prepares them for Council Committee budget meetings.

· Attends Council meetings and provides technical, analytical and operational support.

· Makes Council Committee recommended budget adjustments and monitors budget variances.

· Prepares designs, writes, edits and proofreads City budget document in accordance with applicable state and accounting standards; secures quotes for printing budget documents; and distributes printed budget document to Mayor, Council and department heads.

· Conducts meetings for the City’s CIP planning and budgeting process.

· Plans, designs and implements CIP budget policies; and incorporates CIP into budget document.

· Administers and monitors leases and related purchase programs; meets with lease program representatives to coordinate program activities; and ensures timely payments for lease programs.

· Assists coworkers with financial software management and reporting.

· Assists City Manager and Director of Finance with various projects.

· Establishes and maintains budget records and files.

· Performs other related duties as required.

 

 

 

 

Minimum Qualifications

Master’s Degree in accounting, finance or a related field required; supplemented by a minimum of seven (7) years of budget preparation, analysis and administration experience preferably in government service; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job
