Key/Essential Functions & Responsibilities
Provides clinical supervision of and directs all nursing staff and services across the state of California and within respective residential homes or for other programs, as assigned.
Collaborates with the HR department in developing an organized recruitment plan and actively participates in the selection, hiring and orientation of nursing staff.
Provides direct supervision to RNs across the region, mentoring, counseling and guiding staff, conducting regular supervisions and managing overall performance and discipline.
Monitors RNs to ensure scope of practice is being met and ensures that all nursing staff attend required trainings including, but not limited to: YAI CA Preservice, Emergency Intervention Procedures, New Nursing Orientation, DDS Workshops and Regional Center Trainings.
Provides coverage, performing all duties of a Registered Nurse, including direct nursing care in the absence of nursing staff, as required.
Attends appropriate trainings and forums to keep informed of all newly proclaimed, modified and existing codes, rules, regulations, administrative memoranda, protocols for nursing/clinical practice.
Reads, analyzes and interprets regulations, Federal, State and/or Local government standards, memorandum, and correspondence from Department of Developmental Services (DDS), California Care Licensing (CCL), Clients Rights Advocate (CRA) and Regional Centers and works collaboratively with Quality and Compliance staff and Regional Director to develop systems and forms to comply with regulatory and agency policies and procedures.
Ensures compliance with all Federal, State, Local and other relevant regulatory agency requirements, including the Health Insurance Portability and Accountability Act (HIPAA) and cooperation with appropriate entities in any inspection, inquiry or investigation (e.g. DDS, CCL, CRA and Regional Centers).
Responsible for design, organization and implementation of OSHA regulations, ensuring that current training meets needs and requirements, including control of communicable diseases and infections across the region; coordinates with Regional Director for scheduling, attendance and training needs.
Actively participates in and/or leads regional and department committees requiring nursing/clinical participation including but not limited to: Incident Review Committee, Human Rights Committee, Informed Consent Committee, Clinical Rounds, Referral and/or Agency Director Meetings.
Regularly evaluates and monitors the RN department needs, identifying unmet needs and advocating for/working with administration to revise, develop and implement nursing services.
Ensures nursing services and medication administration are implemented and audited in accordance with agency, DDS, CCL and Regional Center or other relevant regulations; tracks medication errors, ensuring that trends are addressed.
Organizes, conducts and documents regional RN medical meetings in collaboration with Clinical and Regional Directors, establishing agendas, developing plans, obtaining trainers or presenters and maintaining monthly training schedule.
Coordinates with Clinical Director and Regional Director for administrative guidance regarding medical needs for the region including assistance interpreting applicable Title 17 and/or 22 guidelines and appropriately implementing medical orders from providers (PCP, Psychiatrist, etc.) in accordance with regulations that govern medical needs of the persons supported.
Monitors nursing services provided across programs in coordination with Program Administrators, Quality and Compliance team and regional leadership by regularly reviewing and auditing nursing services to ensure that RNs are completing and meeting all regulatory and medical requirements.
Works collaboratively with California leadership team to ensure that trainings, policies, procedures and forms are appropriately updated to reflect changes and that nursing staff are using current forms, documentation is complete and appropriate and that medical systems are consistently maintained agencywide.
Collects data and identifies deficiencies, risks or other concerns and makes recommendations for corrective measures in coordination with appropriate leadership and implements accordingly.
Works as a liaison with pharmacies utilized across the state of California.
Oversees the residential nursing on-call system, which ensures RN availability 24/7 in accordance with DDD, CCL and/or Regional Centers guidelines, administering and participating, as needed.
Performs all other duties as assigned.
Minimum Qualification Requirements including education, experience, licensure/certification, etc. and essential physical capabilities (e.g. lifting, assisting lifting, standing, etc.)
Current active license as a Registered Nurse issued by the State of California Board of Registered Nursing; and
Current Basic Life Support (BLS) certification for Healthcare Providers; and
Five (5) or more years of nursing experience including at least three (3) years working with individuals with intellectual/developmental disabilities (I/DD); and
Experience must include or be supplemented by at least two (2) years of supervisory/administrative experience in a clinical setting; and
Ability to respond to calls and/or work beyond regular work hours/be on-call, as needed.
Ability to travel to programs across the state of California as needed and on a regular basis when providing nursing coverage or other supports for program(s).
Hold (or obtain through employer-provided training) Ukeru and CPI certifications and recertify annually.
Basic computer skills – including email, utilizing Workday and related systems (DA, Behavior Agent, etc.) to complete tasks.
Exceptional communication, interpersonal and leadership skills.
Preferred Qualification Requirements (desired requirements beyond MQRs above)
Bachelor or Master of Science in Nursing degree
Five (5) or more years of experience in the I/DD field
Two (2) or more years as a Nurse Manager in the State of California
Valid Driver's License
