Job DescriptionJob Description

WWC Federal, an operating firm of Command Holdings, is seeking an experienced Battlespace Awareness (BA) and ISR International Partner Information Sharing Environments SME to support the Department of Defense OUSDI I&S Director for Defense Intelligence (Intelligence & Security Programs & Resources) [DDI (ISPR)]. In addition, this individual will:

  • Provide scientific, engineering, technical and administrative expertise, analysis, policy guidance, and programmatic recommendations on Program Planning Budgeting and Execution (PPBE) matters concerning the Defense Intelligence Information Enterprise (DI2E).
  • Research, evaluate and document existing agreements between international partners and the DoD and IC that have applicability to federation with U.S. programs of record, aligned under DI2E, and recommend potential federation and integration approaches to build a seamless bridge between U.S. programs of record and international partner ISR Enterprises for all intelligence functions and missions scoped under the BA Joint Capability Areas.
  • Support the Government’s coordinating across the OUSD(I) and DoD staffs.
  • Document current enterprise architectures used for sharing ISR information with international partners, and work with US and international partner subject matter experts to document existing networks, hardware infrastructure and software, concepts of operation, and tactics, techniques and procedures used to share ISR information.
  • Provide specific expertise regarding cybersecurity technical policy to the office, including the wide range of cyber best-practices from academia, industry, and the federal sector, and reviewing and providing expert feedback on cyber related documents from draft legislative bills, Executive Branch plans, reports, strategies, engineering design specifications, reference architectures, instructions, and joint publications.
  • Provide insight and recommendations to the Government in order to determine DI2E cybersecurity issues and impacts in light of these ongoing DoD cyber efforts.
  • Coordinate test and evaluation (T&E) and joint interoperability assessment activities for enterprise architectures across the DI2E to ensure the effective integration of the DI2E framework and other DoD and IC related specifications, standards, reference implementations, etc.
  • Assess the viability of proposed courses of action to resolve areas of non-compliance and report findings to the Deputy Director, Enterprise Programs of Record.
  • Assess the feasibility of incorporating technologies developed as part of Advanced/Joint Concept Technology Demonstrations to provide a material solution to establish for bridging between US and international partner ISR Enterprises.
  • Participate in relevant US, and international partner sponsored meetings, conferences.
  • Prepare written synopsis of the key outcomes, in the form of trip reports.

Work Environment:

  • Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
  • Ability to sit at a computer terminal for an extended period of time.
  • Ability to work in confined areas.

Physical Demands:

  • While performing the responsibilities of the job, the employee is required to sit, stand, talk, and hear.
  • Employee is often required to sit and use their hands and fingers to operate a computer.

Travel:

  • 0-10% / Minimal travel expected.

Requirements

Basic Qualifications

  • Bachelor’s Degree.
  • Current, active TS/SCI security clearance.
  • Minimum of 4 years of SME experience, directly supporting International Partner ISR interoperability to include ISR mission management, and emerging tactical SIGINT architectures and cross domain issues.
  • Minimum of 4 years of experience of SME in the fields of Battlespace Awareness, Signals Intelligence, Cyber/Information Operations, Cryptology and Electronic Warfare.
  • Expert proficiency level in Microsoft Office Excel, Word, Outlook, and PowerPoint.
  • Outstanding communication skills, influencing abilities, and client focus.
  • Professional proficiency in English is required.
  • Applicants must be currently authorized to work in the United States on a full-time basis. WWC Federal will not sponsor applicants for work visas for this position.

Preferred Qualifications

  • Master's Degree.
  • SME experience in a DoD environment is preferred and OUSD (I) experience is highly preferred.
  • Military Intelligence Experience.
