Job Title: Human Resources Training and Development Specialist

Department: Human Resources

Reports To: HR Manager of Workforce Training & Development

Job Summary:

The Human Resources Training and Development Specialist is responsible for the development, organization, implementation, management, and evaluation of comprehensive training programs across the organization. This role supports organization-wide employee development initiatives to enhance workforce capabilities, ensure compliance with standards, and align with organizational priorities and goals. The Specialist will work closely with various departments to assess training needs, develop course materials, and implement training programs that result in positive outcomes.

Key Responsibilities:

  • Training Development and Implementation:
  • Design, develop, and deliver training programs including instructor-led, eLearning, and self-guided formats.
  • Establish and manage On-the-Job Training (OJT) mentors, subject matter experts, and procedure reviewers.
  • Evaluate training effectiveness and continuously improve course content and delivery methods.
  • Stay current with advancements in training methodologies, tools, and technologies.
  • Training Needs Assessment:
  • Assess training needs for new and existing employees through collaboration with department leaders.
  • Identify internal and external training opportunities to address skill gaps.
  • Map out individual and departmental training plans.
  • Program Management:
  • Manage the training budget and resources efficiently.
  • Track and report on training outcomes, providing feedback to participants and management.
  • Ensure training programs comply with relevant legal and organizational standards.
  • Succession Planning:
  • Assist in the development and execution of succession planning initiatives to ensure leadership continuity.
  • Administrative Functions:
  • Maintain up-to-date training records and documentation.
  • Participate in audits and reviews, such as FTA triennial reviews and EEO program auditing.
  • Serve on committees as assigned and represent the HR department in various forums.

Required Qualifications:

  • Education:
  • Associate degree in Human Resources, Business Management, Training, or a related field (experience may substitute for education).
  • Experience:
  • A minimum of five years of experience in training development and analysis.
  • Skills:
  • Proficient in learning management systems (LMS) and training methodologies.
  • Strong understanding of adult learning theories and competency assessment.
  • Excellent organizational and communication skills, with the ability to manage multiple projects simultaneously.
  • Software Proficiency:
  • Microsoft Office Suite (Outlook, Word, Excel, PowerPoint).
  • Familiarity with PeopleSoft HCM or similar HR software is preferred.
  • Licenses/Certificates:
  • Valid Driver's License with the ability to obtain a Virginia Driver's License within 60 days of hire if applicable.
