QUALIFICATIONS
Candidates must possess a combination of a bachelor’s degree (B.S.) in Civil Engineering or a related discipline from an accredited four-year college or university, along with ten years of civil engineering design experience, or an equivalent mix of education and experience. A minimum of three years of experience serving as the lead design engineer for a team, including mentoring and overseeing project workflows, is required. Ideal candidates will demonstrate strong problem-solving, decision-making, communication, and team-building skills, with the capability to manage projects from inception to completion. An Engineer-in-Training (EIT) certification is required, and candidates must either hold a Professional Engineer (PE) license or be able to obtain one within two years of hire or promotion. Proficiency in AutoCAD and/or Civil 3D is preferred.

JOB DESCRIPTION AND KEY RESPONSIBILITIES
  1. Identify design criteria and develop effective designs that exceed client expectations.
  2. Interface directly with clients and lead the plan processing with public agencies.
  3. Engage in marketing, business development, and the pursuit of new projects. Candidates must bring an established book of business.
  4. Perform administrative and financial tasks, including invoicing, budget monitoring, proposal preparation, change order management, timecard approvals for the team, and attendance at required meetings.

Develop and manage schedules, ensuring effective workflow coordination of the design team in collaboration with the Senior Project Manager. Oversee the preparation of plans, technical reports, cost estimates, and other client deliverables, ensuring high-quality, cost-effective designs that incorporate Full Circle Thinking and meet agency and client standards.

Supervise or directly engage with agencies, manage plan processing for approval, and collaborate with agencies to resolve design issues and ensure compliance with agency requirements. Coordinate with external consultants (geotechnical, landscape, plumbing, architect, etc.) and internal departments (survey, mapping, water quality, etc.), initiating “kick-off” meetings as necessary for various project phases.

Conduct site investigations and research for proposals, designs, and marketing materials. Oversee or conduct site visits during construction to ensure plan conformity, resolve discrepancies, and respond to RFIs. Provide workload forecasts to ensure optimal team utilization and communicate resource needs to the Senior Project Manager.

Conduct staff reviews, provide coaching and training, and ensure timely submission of employee timecards and accurate time charging to projects. Track project budgets, provide billing instructions, and handle change order requests as needed. Initiate and promote new ideas and procedures incorporating Full Circle Thinking.

Represent FEI in meetings with clients and agencies, attend seminars and classes, and submit written evaluations with actionable key changes. Ensure regular attendance and punctuality.


PHYSICAL DEMANDS
While performing the duties of this job, the employee is regularly required to sit, use hands to finger, handle, or feel objects, and reach with hands and arms. The employee is occasionally required to stand, walk, and communicate effectively. The employee must occasionally lift and/or move up to 10 pounds.
