The Subject Matter Expert (SME) chemist positions are well versed in routine and custom sample analysis, method development, and the theoretical and practical aspects of instrumental and method troubleshooting. Furthermore, the SME should be passionate about guiding, teaching, and inspiring others. The SME should possess the following skills and characteristics:

SCOPE
The SME will provide technical support for the Analytical Services Units at the NWQL. Technical support, though, can be divided into three general categories:

1. Quality Support: Technical support focused on the daily mechanical aspects of sample analysis and ensuring SOP and QA compliance. Includes all the activities necessary to ensure accurate, reproducible, timely results within the current expectations of the quality and method SOPs.

2. Real Time Technical Support: Technical support focused on the theoretical aspects of sample analysis and ensuring SOP and QA compliance. It includes activities which support troubleshooting and fixing on-going and emergent method problems. Immediate and focused response to specific method performance problems through root cause analysis, testing through experimental design, and validating solutions.

3. High Level/Long Term Technical Support and Future Method Development: Technical support which addresses fundamental issues with the method design. Solutions will involve substantial methods updates, re-validation, and publication. It also includes method development for new analyses or changes to methodology for existing analytes.

The position of SME Chemist will focus exclusively on real time technical support.

PERFORMANCE REQUIREMENTS
The SME shall validate, troubleshoot, test, and improve methods and data processing in accordance with requirements specific to the USGS and listed in ISO 17025, and/or NELAC standards to yield data comparable with published US EPA, Standard Methods for Water testing. The SME shall serve as the point of contact for all theoretical and interpretive questions in either the inorganics or organics units. The SME shall test, troubleshoot, and improve analytical methods including but not limited to digestions, gravimetric, total nitrogen/phosphorus/carbon, dissolved nitrogen/phosphorus/carbon, total Kjeldahl nitrogen, anions, alkalinity, pH, conductivity, turbidity, color, metals, volatile organics, and organics via a variety of instruments ranging from hot-blocks, analytical balances, segmented flow analyzers, discrete analyzers, ion chromatography, titrators, fluorometers, UV spectrophotometers, solid phase and aqueous extractions, Gas Chromatography (GCMS), Liquid Chromatography (LCMS), and/or Inductively Coupled Plasma (ICP-OES and ICP-MS) for both tandem or single quad mass spectrometers.

The SME shall evaluate, plan, and execute the method validation strategy or troubleshooting of instrumentation/software, submit documentation packages for approval from the QA Unit, Analytical Services Chief, and Branch Chief, and train staff in the execution of the newly validated or revised methods. The NWQL uses Target, Mass Hunter, Windows, Microsoft Word, Excel, Power Point, analytical software, statistical software, and Laboratory Information Management Systems (LIMS).

The SME is responsible for the documentation, validation of a new method, troubleshooting or improvement of existing method as well as the analysis and testing of analytes to determine their composition, quality, purity, and other characteristics in accordance with ISO 17025 and NELAC requirements in addition to the USGS Quality Assurance Manual. When applicable, shall use the applicable Standard Operating Procedure per the method being performed, Safety, Hazardous Waste, NELAC, DOI policies, procedures, requirements, and guidelines. The SME shall:

  • Evaluate, propose, and execute validation plans to determine analyte composition, quality, purity and other characteristics that meet the requirements stipulated in ISO 17025, NELAC standards, and the USGS Quality Assurance Manual.
  • Perform systematic testing in solving equipment, sample preparation, and method performance problems to meet specific quality objectives defined in the QMS and meet or exceed the minimal requirements listed in published EPA methods and/or 40 CFR for the testing of environmental water, drinking water, and wastewater.
  • Document the validation and/or troubleshooting as well as write proposed updates to existing SOPs.
  • Test analytes to determine their composition, quality, purity, and other characteristics through operating analytical instrumentation. The sample load is based on the analytical procedure as each analytical procedure has different requirements and timelines for completion.
  • Evaluate to optimize and/or perform laboratory preparation procedures per NWQL Quality Assurance Manual, Standard Operating Procedures, and NWQL USGS guidelines. The sample load is based on the analytical procedure as sample preparation differs between the analytical procedures being performed.
  • Prepare samples in accordance with approved validation plan and/or method SOPs for instrumental analysis. The amount of time is based on the analytical procedure, but the chemist shall process samples within the holding times specified in the Quality Management Systems Document (QMSD) and the Quality Assurance/Quality Control (QA/QC) guidance document.
  • Provide weekly updates on the status of experimental design, validation plans, experiments, and final report.
  • Establish and maintain a workflow system which will minimally include protocols for communication, documentation, and prioritization.
  • Monitor long-term trends
  • Identify/take appropriate action for Quality Control related problems as they occur.
  • Troubleshoots, performs maintenance of assigned methods/instrumentation, and when necessary, notifies appropriate Technical COR if instrument problems cause work interruption or create potential quality impacts.
  • Perform reviews and proposes updates to method Standard Operating Procedures (SOP) upon any method modification. The procedures need to be reflected in the SOP within three weeks and prior to implementation.
  • Provide written reports.
  • Perform appropriate documentation in lab. All data documentations shall follow appropriate SOP guidelines and established policy.
  • Adhere to all safety, health, and environment processes and procedures.
  • Train, instruct, communicate, teach, mentor, and collaborate with NWQL staff with regards to all research, troubleshooting, analysis, documentation, and theoretical aspects of NWQL methods, statistics, and instrumentation.

EQUIPMENT/RESOURCES
Will be provided government furnished equipment to accomplish assigned tasks. Accountability for the equipment to be explained upon hire/issuance.

QUALIFICATIONS
The minimal education requirement is a Bachelor's Degree (in Chemistry, Science, Biology, Environmental Science, or related field). Additionally, SME should possess relevant on the job experience related to the position, to include: sample preparation; analysis and testing of substances to determine their composition, quality, purity and other characteristics; following SOPs and creating written reports/documentation per SOPs; ensures tracking and Quality Assurance/Quality Control (QA/QC); troubleshooting to solve equipment and sample preparation problems; and experience with LIMS (or equivalent).

PHYSICAL DEMANDS AND OTHER REQUIREMENTS
Instrumental Analysis and sample preparation can require the contractor to lift 35 pounds, bending, reaching, stooping, and walking as well as remaining standing for prolonged periods of time. Office work is sedentary and may involve long periods of sitting at a desk and/or computer terminals.

PLACE AND HOURS OF PERFORMANCE
National Water Quality Laboratory (NWQL) located at the Denver Federal Center, Lakewood Colorado. Core hours are Monday - Friday from 9:00 AM – 11:00 AM and 1:30 PM – 2:30 PM, except U.S. National Federal Holidays. Standard work week: eight (8) hours per day, 40 hours per week, with flexibility to set their 8 hour schedule within the bounds of 6:30 AM - 6:30 PM, as long as the core hours are met and 8 hours are performed daily.

SECURITY
SME must be a US Citizen, complete a required Government Background Investigation (including fingerprinting and issuance of PIV/ID card) and a pre-employment drug screen.
