GENERAL OVERVIEW OF KEY ROLES & RESPONSIBILITIES:

This administrative position is responsible for the overall administrative, programmatic, clinical and fiscal operations of the program through appropriate delegation of duties. The Director shall serve as the liaison with other programs and the community for referrals, intakes, transfers, discharges and public relations. The Director will manage the fiscal operations of the program including budget preparation, planning and management. The Director is responsible for supervision of all administrative staff and the coordination of their functions within the program. The Director shall plan, develop and implement new projects and program expansions. The Director shall coordinate the plans for various regulatory and government inspections.

ESSENTIAL & CORE FUNCTIONS:

  1. Ensures existence and promulgation of unit mission statement in keeping with the agency mission statement.
  2. Evaluates effectiveness of service delivery and develops proposals.
  3. Makes recommendations for staff development program.
  4. Provides written performance evaluations of unit staff in accordance with agency policies and procedures.
  5. Maintains and updates unit policy and procedure manual.
  6. Develops and implements policies and procedures for the operation of the department.
  7. Holds meetings on a regular basis to effectively manage and direct activities.
  8. Encourages the integration of services with the community through effective communication and public relations.
  9. Oversees clinical documentation of the program so that state and county licensing requirements are met.
  10. Maintains and where necessary, establishes referral sources and screens incoming referrals as well as reviewing all discharges.
  11. Provides leadership and direction of all professional and technical staff in regards to the overall operations and implementation of the program.

PREREQUISITES & QUALIFICATIONS FOR THE POSITION:

  1. A graduate degree from an accredited college or university in psychiatry, psychology, social work, nursing, rehabilitation education, or a graduate degree from an accredited college or university  in the field of human services plus at least 3 years direct care experience with children or adolescent in the following Child and Adolescent Services System Program (CASSP) systems: Mental Health , Mental Retardation, Education, Special Education, Children  and Youth, Drug and Alcohol, Juvenile Justice, Health Care and Vocational Rehabilitation, including 2 years of supervisory experience in any program of the CASSP system.
  2. FBI clearance, PA criminal history check and PA child abuse clearance required within 30 days of employment and every 2 years thereafter.
  3. Participation in and completion of all CBH mandatory in-services (must be completed with three (3) months of hire and then annually from the date of the initial training).
