Charter School Retirement System Project Summary — Our organization, a 501c3 non-profit focused on public retirement security, is conducting a comprehensive feasibility study on creating a national, multiple employer retirement system for charter schools that do not participate in their state’s retirement plan for educators. Recent changes in federal retirement plan regulations mean that it is possible for charters to pool together and create a cost-effective retirement plan that could provide guaranteed retirement incomes, similar to what traditional defined benefit pension plans provide. Studying how to create such a system involves a range of legal complexities, charter school law, market demand, retirement plan design, and fiduciary management questions. To address those, this project will bring together a range of legal, retirement, and K-12 policy experts to produce analyses, modeling outputs, concept memos, risk reviews, and other forms of content to feed into the feasibility study.
Job Summary — Be the lynchpin in a highly complex, interdisciplinary, innovative project concept that is aiming to help charter school teachers, charter school operators, and public schools in general through the creation of a national retirement plan for educators. We are seeking to hire someone to sit at the center of the collective research and content outputs from this project, identifying additional analyses necessary for our overall objective, compiling materials created, and leading the translation of those materials into a single comprehensive plan for launching a national retirement plan for charter schools. Here are more details on the role:
Oversee the project research relationships with law firms, retirement policy experts, and other related consultants. This responsibility will include communicating specific research questions or scopes of work to these external partners, reviewing submitted material to ensure it meets our requirements, and identifying follow up questions or needs.
Compile research from law firms, external retirement policy researchers/consultants, internal research, business plan analysis, market demand analysis, etc., and translate their findings into a single, coherent, clear, well organized, and comprehensive feasibility and business plan document.
Conduct additional analysis as needed on charter school policy, operations, or legal matters, in collaboration with our team and external partners. (For example, compiling a flexible database of specific charter schools that would be eligible for the proposed retirement system, and populating it with a range of relevant data that is gathered by our various project teams.)
Assist our team with understanding charter school policy and operations that can inform the market analysis components of this project, e.g. working group questions, reaching out to CMO’s, developing a detailed sense of what charter teachers want that may be similar or different to public school teachers in general.
Required Experience and Skills —
Writing: Strong writing skills that demonstrate an ability to translate complex and dense ideas from finance, law, and policy into digestible and clear language for a lay audience.
Interdisciplinary: Ability to translate and compile research across multiple disciplines into a comprehensive and coherent narrative.
Organized: Highly organized and self driving. Ideal candidates will also have experience using database tools to manage a wide range of non-numerical data.
Charter Policy Knowledge: Experience with and/or demonstrated knowledge of charter school legal frameworks, charter school operations, public school workforce development, and general public policy norms and debates.
Strong candidates will also have experience writing business plans/strategy documents, experience reviewing ACFRs and other standardized finance reports, project management experience, and/or background in managing surveys, and knowledge of retirement benefits (nice to have, but not required — we can help train on retirement knowledge).
Compensation —
Salary & Benefits: $80,000+, 403b (up to 10% employer contribution), Health Reimbursement Arrangement (up to the IRS max for HRAs), unlimited PTO
Job Duration: This position is grant supported and dependent on long-term funding. The initial job duration will be for at least one year, through the end of 2025. A successful feasibility study will likely lead to an implementation effort and the possibility of a role in the national retirement system itself if established, though those will be dependent on our institutional success in raising further funding for that work.
