Summary:  Under the supervision of Assistant Vice President of Operations, acts as the “eyes and ears” of Rhode Island Airport Corporation (RIAC). This includes awareness and oversight of all operational flows at the Rhode Island T. F. Green International Airport, both inside and outside of the terminal. Supervises the Sr. Operations Specialists and other Airport Operations Specialists with assigned tasks. Monitor all construction activities both by RIAC and third parties at the airport, concession activities, vendors’ activities, parking operations, customer service, airline operations and communicate with management and other responsible parties in real time. In case of emergencies provide senior management presence.  Oversees and manages activities that impacts operations during off hours when Senior Management is not available.  Report to the five (5) general aviation airports, when asked to oversee operations there.  Performs the duties and provides support for Customer Service in the non-business hours, including but not limited to, lost and found, special event setup or tear down and acts as the secondary Airport Security Coordinator. Monitors both TSA and CBP operations and ensures airport leadership is aware of all issues.

Essential Duties and Responsibilities:

  • Oversees operations in the airport terminal and landside operations.
  • Ensures the airport is operating safely and efficiently.\
  • Holds daily construction coordination meetings with active maintenance and construction contractors to communicate and coordinate activities.
  • Ensure airport amenities, service and service providers are meeting customer experience standards including but not limited to operating hours, meeting contractual obligations. For example, the restrooms are clean and concession hours are adhered to per agreement.
  • Observe all terminal area activities, identify, resolve and report situations that may have a negative effect on the customer experience or RIAC’s reputation. Issues daily reports on this oversight.
  • Provide general assistance to customers and other visitors.
  • Walks the terminal several times a day to ensure that airport terminal and the landside operations are running at optimum levels.
  • Ensure that the airfield operations are running efficiently and coordination with the outside stakeholders is taking place, for example, Air Traffic Control Tower, FAA Tech Ops, airlines, FBO etc.
  • Support Customer Service department programs, including but not limited to, volunteer programs, airport employee recognition program, lost and found, flying familiarization program and hidden disabilities programs.
  • Manages and mitigates irregular operations. Provides terminal assistance during delays, cancellations, and other events that may impact the availability of terminal services.
  • Identifies areas of concern that may impact airport operational flow and ensures interruptions to operations are mitigated as quickly and safely as possible.
  • Responds to emergencies as needed.
  • Operate two-way radio equipment to transmit and/or receive using approved aviation terminology.
  • Monitor landside roadways for traffic control, terminal curb zones and mitigation of traffic control issues.
  • Provide backup to Airport Security Coordinator (ASC) with the ability to act as the primary ASC in the event of their absence.
  • Generate a daily activity log in full detail of the shift operations for airside, terminal, landside and passenger movements.
  • Develops and implements, components of the Airport Emergency Plan, RIAC Emergency Response Plans and provides training to various RIAC staff as directed.
  • Other duties may be assigned.

QUALIFICATIONS:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.  These requirements listed below are representative of the knowledge, skill and/or ability required.  Special qualifications include:

  • Understands the essentials elements of maintaining large commercial buildings.
  • Computer experience as it applies to basic Microsoft applications and building maintenance management.
  • Ability to plan, read blueprints, wiring schematics, other and architectural and construction drawings.
  • Ability to manage many projects simultaneously and work with outside contractors.
  • Possess a working knowledge of the occupational hazards, and safety precautions of building maintenance and construction.
  • Ability to understand and carry out oral and written instructions, to include the use of a computer.
  • Ability to successfully achieve and maintain an airport security clearance to access the airfield and airport terminal building.
  • Ability to lift 50 pounds from the ground to waist level on a repetitive basis.
  • Ability to communicate using two-way radios, cellular telephones, verbal and written communication.
  • Assume operational, safety and security responsibilities as a representative of Senior Management.
  • Act as a liaison for Terminal and Landside operations to the airlines, TSA and RIAC Police during on duty periods.
  • Possesses a friendly demeanor.
  • Knowledge of Safety Management Systems principles and risk management methodologies.
  • Knowledge of Airport emergency procedures and practices.
  • Knowledge of Airport maintenance requirements, materials, and equipment.
  • Ability to communicate effectively, clearly and under pressure.
  • Ability to organize, direct and implement plans and programs in an emergency.
  • Thorough working knowledge of 49 CFR Part 1542, Airport Security and on Part 1544, Air Carrier Security
  • Complete and pass a Transportation Security Administration/Federal Aviation Administration (TSA/FAA) 10-year employment history verification, which will include fingerprinting and a Criminal History Records Check (CHRC) prior to being considered for this position. This status must be maintained for the duration of employment at the airport.
  • Valid driver’s license and insurable which must be maintained as a condition of employment.

EDUCATION & EXPERIENCE:

  • Bachelor’s Degree in Aviation Management or related field required.
  • Minimum of five (5) years as a Terminal and/or Landside Operations Specialist/Agent at a commercial airport and,
  • Minimum of three (3) years as a Supervisor of Terminal and/or Landside Operations at a commercial airport.
  • Understands the essentials elements of maintaining large commercial buildings.
  • Additional training in ISO Emergency Management is desirable.
  • Any combination of education and experience that provides the knowledge, skill and ability to perform the duties of this position.

PHYSICAL REQUIREMENTS: The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of this position:

  • Squatting, kneeling, stooping and lifting
  • Use of hands and finger to operate tools and equipment.
  • Some sitting behind a desk and view a monitor for extended periods.
  • Working in various elements for extended periods of time.
  • Some working at heights from lifts, roofs and ladders.
  • Prolonged standing and considerable walking.
  • Lifting up to 50 pounds from a dead weight several times a day.

 WORK ENVIRONMENT: The work environment characteristics described herein are representative of those an employee encounters while performing the essential functions of this position:

  • Receives general direction and instructions from a superior with reasonable latitude for the exercise of independent judgement; work is reviewed upon completion.
  • Extremes of heat and cold, wind, dust and dampness may be encounter as work is performed indoors and outdoors year-round.
  • The use Personal Protective Equipment (PPE) such as, but not limited to: hard hats, safety glasses, gloves, hearing protection, high-visibility vests, jackets and shirts shall be routinely required.
  • Some exposure to dust from sanding and/or other sources.
  • Buildings at Rhode Island T. F. Green International Airport and General Aviation Airports  and all landside areas at the airport.

TWO SHIFTS: Monday - Friday 5:00am - 2:00pm OR Monday - Friday 2:00pm - 11:00pm. Responds to emergencies as needed on a 24/7/365 basis.
