JOB SUMMARY: The Estimator is primarily responsible for accurately estimating the cost, time, materials, labor, and equipment required for customers by analyzing proposals and project requirements. They will also analyze blueprints, determine project specifications, write and manage proposals as well as other documentation to prepare time, cost, and labor estimates for products, projects, or services. The Estimator will work closely with many other professionals including project managers, contractors, accountants, and operations employees to provide the most accurate and comprehensive financial and budget analysis for A-C-T. They should be able to perform cost analyses, determine the duration of a project, procure vendors and subcontractors, and ensure that resources are manages and deadlines are met.

DUTIES & RESPONSIBILITIES:

  • Reviews data to determine material and labor requirements and prepares itemized lists.
  • Develops proposals and cost estimates for remediation and large industrial services RFPs.
  • Computes cost factors and prepares estimates used for management purposes such as planning, organizing, and scheduling work; preparing bids; selecting vendors or subcontractors; and determining cost effectiveness.
  • Conducts special studies to develop and establish standard hours and related cost data or effect cost reductions.
  • Consults with clients, vendors, or other individuals to discuss and formulate estimates and resolve issues.
  • Interfaces with other individuals in the organization to obtain support and commitment to the cost estimates.
  • Organizes and manages a centralized cost estimating database and a formal process to support cost estimating to ensure historical data is utilized.
  • Analyzes completed projects to compare estimated costs to actual costs and determine the reason for any discrepancies.
  • Provides improvement recommendations to cost estimating procedures to reduce future discrepancies between estimated and actual costs.
  • Identifies cost trends to assist management in cost reduction and process improvement efforts.
  • Prepares and participates in bid and quote reviews with members of the executive leadership team.
  • Maintains technical knowledge by attending educational workshops and relevant professional development training.

REQUIRED SKILLS & ABILITIES:

  • Has the ability to analyze complex or diverse information.
  • Excellent organizational skills and attention to detail.
  • Technical writing experience and the ability to draft complex proposals/bids.
  • Thorough understanding of cost accounting principles and procedures.
  • Proficient in mathematics, statistics, and data analysis.
  • Expertise with analytic tools, such as spreadsheets and database managers.
  • Ability to read and interpret technical documents.
  • Ability to multi-task and handle multiple competing priorities while meeting deadlines.
  • Proficient in Microsoft Office Suite or similar software.
  • Excellent written communication and interpersonal communication skills.
  • Exceptional time management skills.

EDUCATION & EXPERIENCE:

  • Bachelor’s degree (B.A.) in Business, Finance, Statistics, or related field required.
  • Certified Professional Estimator training by the American Society of Professional Estimators (ASPE), preferred.
  • Three to five years of estimating, proposal development, and field sales and/or pricing experience required.

PHYSICAL REQUIREMENTS:

  • Prolonged periods sitting at a desk and working on a computer.
  • Must be able to lift-up-to 15 pounds at times.
