We are looking for a Senior Operations Research And Assessments Analyst, AD-1550-00 to join our team. This is a TERM position with a contract length of 4 years and has the potential for up to 6 years. This position is located at Fort Meade, MD. We provide relocation assistance.
Qualifications:
- Minimum of 5 years of experience in operations research, data analysis, or a related field.
- Proven track record of applying advanced analytical techniques to solve complex operational problems.
Skills:
- Proficiency in statistical software and programming languages (e.g., R, Python, MATLAB).
- Strong understanding of optimization, simulation, and decision analysis techniques.
- Excellent problem-solving, critical thinking, and analytical skills.
- Strong communication and presentation skills, with the ability to convey complex information clearly.
- Experience with project management and the ability to manage multiple projects simultaneously.
- Familiarity with data visualization tools (e.g., Tableau, Power BI) is a plus.
Job Description:
- Serves as an eminent expert and the Cyber National Mission Force’s senior operations research and assessments analyst of full spectrum cyberspace and other operations in the information environment. Establishes and implements industry standards and methodologies for an organization-wide operational assessments process.
- Gathers and analyzes operations data for the organization, supporting management and leadership in making informed and objective business and policy decisions. Collaborates with operations and intelligence leaders to understand management objectives and to identify relevant data and metrics.
- Mentors, leads, and assists a team of analysts that design and implement data collection for assessments of all CNMF cyberspace and other OIE.
- Serves as the senior subject matter expert on the command’s Operational Assessments process. Establishes assumptions, metrics, and evaluates alternatives. Identifies strategic risk to organization in assessing the organization’s planning of annual and biennial operations, activities and investments.
- Identify and clearly communicate the need for further coordination and deconfliction to facilitate these combined efforts.
- Performs continuing high-level assessment of the benefits and results obtained through CNMF collaborations with Industry, USG, and other key partners, employing both quantitative and qualitative metrics collected from all stakeholders.
Conditions of Employment:
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three-year trial/probationary period may be required.
- May be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
- Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft.
- The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
- This position is a testing designated position (TDP) in accordance with (IAW) Drug Free Federal Workplace Program. As a precondition and continuing condition of employment, the incumbent of this position must, IAW Chapter 5, section II, paragraphs 5-8b and 5-8c(4) of AR 600-85 (The Army Substance Abuse Program) and DA PAM 600-85 (Army Substance Abuse Program Civilian Services), Chapter 3, paragraphs 3-2e and f agree to submit urinalysis testing on a recurring basis. The incumbent is required to sign a DA Form 5019 (Condition of Employment for Certain Positions Identified as Critical Under the DA, Drug Free Federal Workplace Program.
- The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
- TDY will be required up to 25% of the time. Incumbent may be required to travel by military and/or commercial aircraft in the performance of assigned tasks.
