Job Summary:

Under the Veterans Directed Home & Community Based Services (VD-HCBS) program, Veterans are referred to the A3SSA to assist them with managing a budget, deciding what services best meet their needs, hiring personal care workers, and purchasing items or services in order to live independently in the community.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Veterans Care Advisor

  1. Provides consultation and case coordination for Veterans Directed Care (VDC) participants in the home and over the phone which includes the following:
  • conducts an assessment and assists the veteran in developing a participant directed spending plan,
  • provides consultation to determine what mix of goods and services best meet the veteran’s needs,
  • assists the veteran in managing an individual budget,
  • supports the veteran in purchasing items, goods, and services to enable independent living,
  • coordinates with financial management services by helping the veteran review, approve and submit employer and employee paperwork,
  • maintains accurate client files and timely documentation,
  • monitors the spending plan to ensure expenditures are within budget.
Communicates with the Boise VAMC and provides updates to the status of Veteran’s program participation. Submits required documentation to the Boise VAMCAssist fiscal department with billing the VAProvides information, consultation, and referral to participants regarding necessary resources and services.Works with individual participants and caregivers to identify gaps in services, report findings, and advocate for identified needs.Enhances and maintains agency resource information of organizations that serve veterans.Networks and establishes cooperative relationships with organizations in the region to increase knowledge of services and allow for “warm transfers” of participants during referral.Updates policies and procedures as necessary.Conduct periodic quality assurance surveys as required.Assist the Access Department by answering consumer calls and providing information and referrals as needed.

Education & Experience Level 6:

  • Bachelor's degree (B. A.) from four-year college or university; and one to two years related experience and/or training; or equivalent combination of education and experience.
  • Experience with serving Veterans.

Language Skills Level 4:

  • Ability to read, analyze, and interpret professional journals, technical procedures, or governmental regulations.
  • Ability to write reports, business correspondence, and procedure manuals.
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Mathematical Skills Level 2:

  • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
  • Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

Reasonable Ability Level 4:

  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Other Skills and Abilities:

  • Proficiency in the use of computer and all common office machines required.
  • Ability to work with Microsoft Windows and Office or databases specific to the AAA.
  • Detail oriented with excellent customer service, organizational and interpersonal skills.
  • Able to answer customer questions and complaints in a professional and timely manner.
  • Performs time management and scheduling functions, meet deadlines, and set program priorities.
  • Performs multiple tasks simultaneously, including handling interruptions, and return to and complete tasks in a timely manner.
  • Ability to build positive working relationships with employees and colleagues alike
  • Ability to organize and perform work efficiently with attention to detail.
  • Possesses critical thinking skills
  • Ongoing professionalism and ability to handle pressure.
  • Adequate typing skills are necessary for this position.
  • Knowledge of long-term care issues and resources;
  • Ability to interpret and apply relevant local, state and federal laws, rules, regulations, and guidelines;
  • Ability to work independently;
  • Skills in interviewing techniques; and
  • Ability to collect data, conduct interviews and to form conclusions.

Certificates, Licenses, and Registrations:

  • Must have a valid Idaho driver's license, a good driving record, and proof of current automobile insurance.
  • Within 3 months of hire pass required VA training

Essential Physical Abilities:

  • Remain stationary at a desk for long periods.
  • Move through tight spaces or perform job duties in tight spaces.
  • Communicate with others
  • Detect and distinguish tastes and smells
  • Ability to lift a maximum of 10 lbs.
  • Must be able to drive long distances and cover the organizations’ within the 10-county region
