Position Summary:
ISI Professional Services is looking for a Project Engineer (PE). The primary role of the PE is to provide cradle to grave project management and administration of design and construction projects at the White House President’s Park and ensure that projects assigned to them are managed without disruption of agency operations and facility activities. The PE oversees, manages, and inspects the work of various design and construction contractors performing work for various design and construction activities on multiple projects as required; actively manages, monitors, guides, and inspects projects for progress, quality, budget, and costs, and conformance with contract documents and project requirements; coordinates closely with the Project Manager and other project stakeholders, as appropriate; Actively works to resolve problems, issues, and delays as they arise; assists the client Project Manager in creating and providing formal written notification and/or direction to contractors and project stakeholders; drafts all manner of project/contract documents and correspondence; investigates and analyzes issues that involve potential impacts to project schedules, budgets and/or costs; coordinates with project stakeholders; and makes recommendations to the client Project Manager and/or the Contracting Officer.
Responsibilities:
1. Arrange and conduct, and may be required to chair, a variety of meetings; and shall prepare written agenda and meeting minutes for all such meetings.
2. Participate in weekly telephone conference calls with project stakeholders on all assigned projects. The purpose of these calls is to update the CORs and other project team members on the work progress, address outstanding project issues and coordinate upcoming work activities.
3. Review Government and contractor produced designs, plans, shop drawings, etc. for constructability, logistical and security considerations. Documents to be reviewed in this manner will include, but will not necessarily be limited to, design submissions from design-build contractor teams, design submissions from Government contracted design teams supporting ongoing construction projects at the work location, designs for modifications/changes to ongoing construction projects, contractor/vendor shop drawings, etc. Review such documents to determine if the proposed work, activities, materials, equipment, etc. will be constructible in an efficient and reasonable manner given the constraints and challenges of the work location. Collaborate with other personnel in performing these reviews and will be required to provide written reports of their findings, review comments and recommendations to the Government team.
4. Provide technical and project management assistance and support to the Project Manager and Contracting Officer on multiple, various projects as assigned, including but not limited to:
· Prepare Scopes of Work, Cost Estimates and technical documentation for design and construction contracts and/or contract modifications.
• Review and analyze contractor price and work proposals, assist with preparing the pre-negotiation positions, conduct fact-finding and clarifications with contractors and/or project stakeholders, participate and/or assist with contract negotiations, prepare records of negotiations.
• Review and analyze contractor provided schedules and requests for payment.
• Review and provide detailed technical analyses and comment on contractor submitted designs, shop drawings, etc.; coordinate review of same with project stakeholders and consolidate and de-conflict all stakeholder comments.
• Review, comment, and process contractor submittals; monitor compliance with all Division Management Plans during contract performance.
• For modifications to existing contracts, coordinate with all affected project stakeholders, determine requirements, prepare Request for Price Proposals (RPPs) that define work to be performed and cite relevant specification sections including appropriate sketches illustrating work to be performed; prepare Government Cost Estimates with breakdown of labor, materials and equipment costs.
• Track and monitor the processing of contract submittals to ensure timeliness and resolution of issues.
• Resolve and provide timely and accurate responses to contract Requests for Information (RFIs) through coordination with appropriate project stakeholders, review of contract documents and preparation of clear and definitive responses.
• Assist in resolving disputes that may arise due to the interaction between the contractor and other project stakeholders and other Government personnel.
• Review and document the contractor(s) claims for additional cost and/or time.
• Prepare draft completion report within one week after final payment and provide to the Government project team.
• Monitor overall contract performance to ensure compliance with contract requirements and adherence to project constraints; plan, prepare and execute corrective actions through coordination with the Project Manager.
• Coordinates with various stakeholders and team members through all phases of a project. Assists with determining stakeholders’ needs, develops those needs into project/contract documentation, and appropriately communicates resultant project/contract direction to the project team. During design coordinates with other key staff/subject matter experts and reviews A/E firms’ execution and deliverables. During construction coordinates project needs with Firms, construction contractors, and other NPS (Park and Region) and separate Government agency staff.
• Assists PM in maintaining project compliance, quality, scope, schedule, budget, and programming criteria.
• Identifies problems and coordinates solutions with appropriate members of the project team and the PM, resolves technical and schedule issues as needed, and develops corrective actions to ensure successful project accomplishment.
• Performs workload outside of the individual’s specific discipline.
• Travels occasionally for on-site inspections, investigations, and meetings often requiring a significant amount of walking, bending, and climbing. Field trips are often in the outdoors and may experience weather extremes, insect bites, varied topography, and other physical demands.
Minimum Qualifications:
· Must have a bachelor’s degree in engineering, architecture, construction, or related field from an ABET-accredited institution of higher learning WITH at least 8 years of relevant construction and engineering work experience AND a Registered Professional Engineer in one of the 50 states or U.S. territories, preferably the District of Columbia, Maryland, or Virginia.
OR
· Must have a master’s degree in engineering, architecture, construction, or related field from an ABET-accredited institution of higher learning WITH at least 6 years of relevant construction and engineering work experience.
OR
· Must have a doctorate degree in engineering, architecture, construction, or related field from an ABET-accredited institution of higher learning WITH at least 4 years of relevant construction and engineering work experience.
· OSHA 30 Hour Construction Safety Training or receive within 90 days of award of Call Order.
· Must be able to open and manipulate Primavera Project Planner (P3) schedules.
· Must have an active Top Secret clearance or interim Top Secret clearance.
Preferred Qualifications:
· PE License (any state), CCM, PMP, LEED AP, AIA
· White House and/or President’s Park experience
