SUMMARY: Under general supervision, plans, and manages the operations, maintenance, construction, and repair activities of the Water Distribution/Wastewater Collection (W/WW) Field Operations group; assigns personnel and equipment, and evaluates quality of work performed; assures compliance with City and regulatory agencies' policies, procedures, and standards.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Manages the Field Operations staff and activities to repair and maintain W/WW infrastructure, and collection and distribution systems; assures work is performed in compliance with City policies and procedures, and state and federal quality and safety standards.
  • Plans, organizes, coordinates, and manages repair and maintenance projects.
  • Plans and manages resource allocations; assures efficient operations and cost-effective practices; manages the collection, analysis, and reporting of operational and financial data; analyzes current conditions and future needs, and forecasts budget and resource requirements.
  • Monitors and manages operations, and assures that jobsites and program activities are in compliance with all laws, regulations, policies, and safety standards; investigates accidents and equipment failures.
  • Evaluates division equipment, and develops plans for maintenance, repairs, and replacement.
  • Manages staff and evaluates performance; monitors operations and reviews the work of assigned staff to assure the efficient and timely accomplishment of assigned duties and responsibilities; trains staff and coordinates safety and skills training programs; works with employees to correct performance deficiencies.
  • Meets regularly with staff to discuss and resolve project schedules, and equipment and workload issues; provides assistance and training in technical issues and responsibilities.
  • Manages administrative activities including scheduling, payroll, work orders, cost estimates, and activity reports; reviews reports and maintenance records; generates activity and compliance reports.
  • Promotes and enforces safety rules and regulations.
  • Must have and maintain a cell phone for City use to hold this position.
  • Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.

MINIMUM QUALIFICATIONS:

Education, Training and Experience Guidelines: High School Diploma or GED equivalent; AND six years of experience in overseeing public utilities operations, preferably with the City of Odessa. Two years' experience in a division level supervisory position required.

Knowledge of:

  • State and federal regulations governing municipal utilities, and the treatment and transmission of W/WW; including United States Environmental Protection Agency (US EPA), and Texas Commission on Environmental Quality (TCEQ) rules and standards.
  • TCEQ quality regulations, inspection protocols, best practices, and compliance standards.
  • Methods, practices, tools, and equipment used in repair and maintenance of W/WW infrastructure.
  • OSHA safety rules and regulations, and safety standards in public construction sites.
  • City geography, traffic patterns, streets, landmarks, and City facility locations.

Skill in:

  • Developing plans for utilizing assigned resources, materials, methods, and equipment.
  • Supervising and leading staff, and delegating tasks and authority.
  • Managing budgets and resources.
  • Identifying and resolving safety and mechanical problems.
  • Promoting and enforcing safe work practices.
  • Interpreting and applying technical standards and procedures, federal and state rules and regulations, and City policies and procedures.
  • Developing and implementing procedures for cost effective management of allocated resources.
  • Assessing and prioritizing multiple tasks, projects and demands.
  • Operating a personal computer utilizing standard and specialized software.
  • Establishing and maintaining effective working relationships with co-workers.
  • Effective verbal and written communication.

License and certification requirements: A Texas Driver's License is required. Class B Water and Wastewater licenses from the Texas Commission on Environmental Quality (TCEQ) are required.

Physical demands and working environment: Work is performed in a standard office environment, and at City facilities and work sites. City approved safety shoes and equipment are required and must be used as prescribed by departmental policy.

Other: Must be able to work after hours, weekends, and holidays, (scheduled and unscheduled). Must be able to respond to after hour emergencies within a reasonable time period. Must be able to work rotating call duty and rotating shift.
