SUMMARY OF POSITION FUNCTION:

Plans, directs and administers the overall Job Corps Program to include: Administrative Services, Career Development Services, Life Skills, Business Engagement, Human Resources, Student Government and Student Human Resources.

MAJOR DUTIES AND RESPONSIBILITIES:

  • Directs, manages and administers the overall Job Corps Program to insure students’ personal and professional success.
  • Establishes Center plans, programs, goals, and objectives to ensure achievement of performance outcomes.
  • Establishes and maintains close contact with government, community, civic, and news media officials to promote acceptance and involvement in the program.
  • Audits and insures program compliance with DOL, PRH, FAR, ETR and other regulatory guidelines.
  • Recommends and executes final decisions on contract, budget, organization, program, and administrative issues. Insures Center spending remains within budgetary constraints.
  • Maintains communication with student body via Student Government Association and conducts scheduled or spontaneous meetings on a group or individual basis.
  • Establishes and provides control of Center reports, policies, and operating procedures.
  • Analyzes and monitors all DOL and CIS-generated reports on a regular basis.
  • Cultivates and maintains a climate on Center which is free of harassment, intimidation, and disrespect to provide a safe place for staff and students to work and learn.
  • Recognizes staff accomplishments and proactively addresses staff performance goals.
  • Plans, organizes and controls the use of overtime and on-call staff to insure compliance with Center and ETR policy and procedures.

SKILLS/COMPETENCIES

  • Demonstrated knowledge of management practices and principles; proven ability to lead and support teams
  • Strong working knowledge of the methods and practices of Job Corps administration or a similar program
  • Proven track record of meeting and exceeding goals and objectives
  • Evidence of the ability to consistently make good decisions through a combination of analysis, wisdom, experience and judgment
  • Proven ability to balance the delivery of programs against the realities of a budget
  • Ability to effectively build organization and staff capacity
  • Capacity to set and enforce accountability
  • Effective communication skills, both oral and written
  • Ability to adapt in a fast-changing environment

EDUCATION REQUIREMENTS:

  • Bachelor’s Degree

EXPERIENCE:

  • Five years related experience in program management and direction. Experience working with youth.

OTHER:

  • Must possess a valid driver’s license with an acceptable driving record.
