Journeyman - Knowledge Management (KM) Systems Specialist

Position Summary
DarkStar Intelligence is seeking a skilled Knowledge Management (KM) Systems Specialist to develop, manage, update, and maintain KM systems, including SharePoint sites, databases, and internal websites. This role is crucial for optimizing the storage, sharing, and utilization of data within the organization and with its partners. The candidate will play a pivotal role in enhancing information sharing, analysis, and accessibility through advanced KM tools and methodologies.

Location: Bethesda, MD
FLSA Status: Regular, Full-Time
Security Clearance Level: TS/SCI with Counterintelligence Polygraph
Citizenship: Applicants must be U.S. Citizens.
Position Type: On-Site

Primary Duties and Responsibilities

  • Develop, manage, update, and maintain KM systems to serve as repositories for data storage, sharing, and utilization.
  • Advise the Government on the optimal use of KM tools to enhance information sharing and efficiency.
  • Train system users, including IC partners, on the effective use of KM systems.
  • Provide user guides and continuous support to ensure seamless integration and utilization of KM tools.
  • Integrate information with other databases as required.
  • Utilize automated tools and visualizations to improve user access and data analysis capabilities.
  • Implement specific tools to address unique office needs, including interoperability and information sharing with IC, state, and local partners.
  • Create and maintain virtual communities of interest to facilitate collaboration, information storage, and discovery among ODNI and its partners.
  • Share lessons learned and best practices within these communities.
  • Report and track metrics to assess progress against various programs, policies, and strategies.
  • Develop simulations and exercises to test database readiness and communication channels.
  • Identify and implement opportunities for improving information exchanges across systems within the Government and private sectors.
  • Maintain and update an ODNI-wide repository for instructions, Internal Process Documents (IPDs), and policy memoranda.
  • Build data repositories to meet mission needs, ensuring they can generate visualizations for analysis, reporting, and briefings efficiently.

Minimum Qualifications

  • Top Secret/SCI
  • Counterintelligence Polygraph 
  • BS/BA +3 years OR 9 years of experience in lieu of a degree.  
  • Extensive experience in developing and managing KM systems.
  • Proficiency in using KM tools, including SharePoint and various database management systems.
  • Strong training and user support skills.
  • Ability to integrate and visualize data from multiple sources.
  • Excellent communication and collaboration skills.
  • Knowledge of interoperability and information sharing within the IC and with state and local partners.
