Bachelor's degree required and demonstrated skill in the following areas: public relations/public speaking, networking, recruitment and training, and administration and organization. The worker must have experience with the foster care system, and pass Rule 402 Licensing Standards for Foster Family Homes, the Child Care Act, and CERAP certification within six months of beginning employment. The ability to schedule one's time and to work autonomously is imperative. Must provide own transportation and have valid State of Illinois driver's license. Must be willing and able to support the mission of Lydia Home Association.


The Licensing Representative/Recruitment Specialist is responsible for coordinating, and reporting of licensing and recruitment tracking system and targets. They are also responsible for developing, implementing, and facilitating recruitment strategies and training for foster and adoptive parents. Screen prospective foster parents using the intake/referral tool. They are responsible for conducting licensing monitoring visits to current foster parents as well as conducting the initial home visit to all prospective foster parents.

Requirements:

Responsibilities

1. Develop, maintain, and evaluate tracking systems for all information

pertinent to licensing and recruitment.

2. Develop, implement, and facilitate recruitment strategies for long-term,

emergency/ respite foster and adoptive homes.

3. Network with suburban and urban churches for recruitment. Network with other agencies and participate in LAN and other committees and organizations specific to foster- and adoptive-parent recruitment and licensing.

4. Develop and present ministry of foster care and adoption to churches

and in other appropriate settings.

5. Screen prospective foster parents using the intake/referral tool.

6. Conduct initial home visits to prospective foster parents to explain the

licensing process and provide the initial application packet.

7. Conduct compliance visits to current foster parents.

8. Develop, implement, and facilitate training for foster and adoptive

parents.

9. Participate in the planning and development of foster parent events,

including an annual foster care picnic.

10. Maintain current knowledge pertaining to foster parent licensing,

recruitment, and training; continue professional development through seminars and conferences.

11. Participate in all LHA staff functions, weekly foster care meetings, and

supervision.

12. Participate in quality assurance/quality improvement activities.

13. Participate in fundraising activities.

14. Perform other duties as assigned.
