Application Rationalization Project Manager (Contractor)
The Application Rationalization Project Manager assists the Application Rationalization Program Manager in taking responsibility for the definition, documentation and successful completion of one of the most complex programs, Application Rationalization, ensuring that realistic project, quality, change control and risk management processes are maintained. Monitors and controls resources, revenue and capital costs against the budget and manages expectations of all stakeholders.

Scope/Categories
Role will report to the Director & Chief of Staff, Transformation Office in the Chief Technology Officer organization but take direction from the Program Manager. Key Interfaces: Business Client, Business Partner, Digital Technology Solutions Functional Lead, Business Analyst, Solution Architect, Enterprise Architect and/or Project Managers. External Interfaces: Consultant and/or 3rd Party provider. No travel is required.

Key Accountabilities
  • Assists in evaluating the financial, cultural, technological, organizational and environmental factors which must be addressed in Application Simplification and Rationalization. Assesses the implications of new processes on both people and organization and identifies the activities necessary to ensure a smooth process.
  • Assisting in determining, monitoring, and reviewing all program and project economics, including program costs, operational budgets, staffing requirements, program resources, and program risk, ensuring that there are appropriate and effective governance arrangements, supported by comprehensive reporting.
  • Aids in planning, coordinating, monitoring, and reporting on activities related to the program, from contract/proposal initiation to final operational stage.
  • Helps monitor and control allocated human and material resources, associated revenue costs and all capital costs against the project budget. Helps ensure that a change control procedure is in place, and actively used to assess the effect of changes to the projects on costs, timescale and/or resource needs and reports these to project sponsors.
  • Assists in leading one or more project teams; allocating and monitoring tasks, motivating staff and appraising individual performance. Liaises with other managers within the IT functions and within the business; manages expectations of all project stakeholders.
  • Leads project planning, scheduling, controlling and reporting activities for strategic, high impact, high risk projects, ensuring that comprehensive project, quality, and risk plans are prepared and maintained.
  • Ensures that realistic estimates of costs, timescales and resource requirements are agreed and carries out the monitoring of projects against these criteria, taking corrective action as necessary.
  • Mitigates risk and ensures that any strategic problems are identified at the earliest opportunity and that solutions are identified and implemented, in line with change control processes.
  • Helps prepare executive status dashboard (TBD on this process, pending process re-definition) on a monthly basis. Helps manage portfolio level communications and expectations. Acts as an information hub at the program level.


Key Qualifications and Experiences
  • Previous experience in application rationalization required.
  • An entrepreneurial mindset and approach to leading programs and projects is required, with strong executive presence and ability to influence customer expectations. Can effectively navigate conflict between multiple business constituents and appropriately balance risk with business value. Bachelor's degree is required.
  • Require 12+ years of demonstrated success as a project manager driving large IT projects in complex, matrix, multi-national corporate environments, executing across multiple time-zones and cultures; has in-depth knowledge of the principles, methods, and techniques for the effective management of programs and projects, from initiation through to implementation.
  • Broadly skilled in information and communications technology, including digital commerce. Has a comprehensive knowledge of relevant development life-cycles and strong interpersonal skills.
  • Ability to work in a virtual team which may work across distance (remote), cultures and time zones, in a matrix with multiple reporting lines, and may extend outside the Client organization including suppliers, partners and customers. Collaborates well with program and project team members, staying proactive to anticipate opportunities and direct activities to achieve strategic program business goals while motivating the team.
  • Verbal and written fluency in English is mandatory.
  • PMI Project Management Professional (PMP) Certification (or equivalent) is strongly preferred, but not required.
