Summary

The Housing Authority of Birmingham District (“HBAD”) is Alabama’s most significant public housing authority. With approximately 4,500 public housing units, several tax credit and Rental Assistance Demonstration (RAD) properties, about 6,300 vouchers, and several Project-Based Voucher (PBV) properties, HABD provides quality, affordable housing to almost 22,000 individuals.

 

The primary purpose of this position is to supervise the day-to-day operations of the Housing Choice Voucher Program (HCVP) under the leadership of the Director of Housing Choice Voucher Programs. The incumbent is responsible for providing the necessary support functions to administer the HCVP successfully. This position is also responsible for preparing reports that measure the success of the program and ensuring that Housing Choice Voucher activities comply with applicable federal, state, local, and Housing Authority of the Birmingham District’s regulations.

 

HBAD seeks individuals passionate about affordable housing, the families we serve, and the Housing Choice Voucher program. HABD is committed to transformative change in its HVC program and seeks a leader who can achieve excellence in the operations, program expansion, and service innovations.

 

All activities must support the Housing Authority of the Birmingham District’s (“HABD” or Authority”) mission, strategic goals, and objectives.

 

Essential Duties and Responsibilities

 

The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned as needed.

Directs the work of staff, including assigning, planning, and reviewing work, evaluating work performance and completing performance evaluations, coordinating activities, maintaining standards, allocating personnel, selecting new employees, training staff, acting on employee problems, and recommending and implementing discipline.

Provides support to the operations of the Housing Choice Voucher Program; plans, organizes, coordinates, monitors, and implements HCVP to ensure that all functions are conducted efficiently in accordance with federal, state, local, HABD, and HUD rules and regulations.

Monitor overall team compliance by performing quality control reviews, managing staff productivity and attendance.

Ensures Section Eight Management Assessment Program (SEMAP) compliance by developing and instituting appropriate and effective self-assessment tools, department tools, and processes; prepares annual SEMAP data for assigned indicators.

Supervises the housing process, including but not limited to, receipt and review of applications, maintenance of applicant waiting list -including the selection and management, eligibility determinations, voucher issuances, continued eligibility certifications, participant moves, terminations, etc. Administer Housing Assistance Payment Contracts and give final approval on leases and HAP contracts.

Develops and implements procedures and monitoring to maximize program (budget and voucher) utilization.

Prepares, reconciles, and issues housing assistance and utility reimbursement payments accurately and timely.

Oversees all HCV transactions, certifications, landlord rent increase requests and associated tasks.

Provides technical assistance to all Department employees, including Transaction Specialists, New Contract Specialists, Special Program Specialists, Customer Service Specialists, Landlord Liaison, Clerks, and Inspector. 

Supervises, reviews, and provides reports on the portability process.

Monitors activities and performance of the Substantial Rehabilitation Program, Section 8 New Construction, Single Room Occupancy, and Project Based Voucher Program.

Supervises Section 8 Homeownership processes including, but not limited to, coordination with internal and external sources to provide homeownership counseling for Section 8 participants; establishing procedures for recruiting and selecting families for the Section 8 homeownership program; compliance with the HABD Section 8 Homeownership Plan policies.

Manages data related to daily activities of HCV program operations and develops and implements data tracking and reporting systems.

Supervises the landlord services functions, including the education of, and outreach to prospective landlords and owners and any arbitration between landlords and tenants.

Ensures clients reside in safe housing by supervising HQS functions and staff, including the effective and efficient implementation of required procedures.

Monitors HCV program performance and policy adherence; provides personnel training and development; and stays abreast of changes in HUD and HABD policies, procedures, and guidelines.

Oversees the timely preparation, review, and submission of various reports from staff to the Assistant Director and Director of Rental Assistance, including PIC and EIV reports.

Provides excellent customer service to tenants and visitors, responds to inquiries, and resolves questions or issues consistently in a timely, professional, and courteous manner.

Supports the Assistant Director of Rental Assistance in their absence.

Performs other related duties as assigned.

Job Competencies

 

Knowledge of HUD, federal, state, and local laws and regulations, and HABD policies and procedures related to the position.

Knowledge of the general operations and procedures of the Housing Choice Voucher Program.

Knowledge of the local, state, and federal laws governing the Housing Choice Voucher Program, including Housing Quality Standards, health and fire regulations, landlord/tenant regulations, and evictions.

Skill in providing instruction on the HUD and HABD Housing Choice Voucher Program requirements to potential participants and landlords, groups of participants and landlords, and one-on-one.

Ability to understand, act on, interpret policies, and implement regulations and procedures by HABD and/or HUD.

Ability to prepare and present ideas in English, both orally and in writing, clearly and concisely.

Ability to perform program-required computations with speed and accuracy.

Education and/or Experience

 

Bachelor’s Degree and a minimum of three (3) years of experience in public and/or assisted housing, including a minimum of two (2) years in a supervisory capacity. An equivalent combination of education and experience may be considered.

 

Must possess the ability to obtain a Housing Choice Voucher Manager Certification within one (1) year of employment.

 

Some positions may require possession of a valid driver’s license and the ability to be insurable under HABD’s automobile insurance plan at the standard rate.

 

Technical Skills

 

The employee should have strong computer skills (e.g., MS Word, Excel, PowerPoint, and Outlook) to perform this job successfully. Must have the ability to learn other computer software programs as required by assigned tasks.
