The City of Friendswood is currently accepting applications for a full-time Financial Analyst in the Administrative Services Department. This position will perform work requiring advanced knowledge, which includes accounting and reporting of capital improvement projects, project analysis, capital asset reporting, reconciling to the general ledger, and monitoring the internal service funds. To assist with the budgeting process, year-end processes, the annual audit, and performing related activities.

WORK PERFORMED:

  • Assists in the preparation of the annual budget, preparing worksheets and presentations.
  • Provides budget support on a routine basis and alerts of any issues or concerns.
  • Initiates budget transfers and assists with the preparation of monthly budget amendments.
  • Ensures the accurate recording and reporting of financial transactions for City assets and capital projects.
  • Reconciles capital projects monthly and prepares monthly financial capital project reports.
  • Prepares audit schedules for capital projects and capital assets. Reconciles to the general ledger.
  • Calculates depreciation for all capital assets.
  • Reviews and approves pay applications for construction in progress projects.
  • Attends construction in progress meetings with departments when applicable.
  • Tracks the compilation of project costs into capital asset accounts once related projects have been completed.
  • Prepares all financial reports and submissions for capital project related grants.
  • Responsible for recording the cost of newly acquired capital assets (both tangible and intangible), tracking existing capital assets, recording depreciation, and accounting for the disposition of capital assets.
  • Assists with the development of written processes and procedures for identifying, tracking, transferring, reporting, and as requested, disposing of capital assets. Make recommendations to accounting policies related to capital assets.
  • Coordinates, updates, and maintains the tracking database for new and existing capital and non-capital assets including asset identification tagging, location identification, and physical count, with appropriate Department Directors.
  • Conducts periodic and annual capital asset physical inventories, and coordinates City assets physical inventories with the appropriate City Departments.
  • Coordinates transfer of equipment between City Departments and updates the asset records with each transfer.
  • Assists in managing new and existing vendors and ensures accuracy of documentation.
  • Acts as backup for Budget Manager.

SKILLS, KNOWLEDGE AND ABILITIES:

  • Bachelor's degree in Finance, Accounting, Business Administration, or related field
  • 5 years of directly related accounting experience.
  • Knowledge of applying generally accepted accounting principles with particular emphasis on governmental accounting.

This position may require 24-hour availability during emergency conditions
