This position regularly monitors the Utility Protection Center’s utility locates requests to determine which locates are within the BLW service area. This position is the senior level of two levels responsible for assigning the locate work orders, screening them to determine when a locate is required, responding to all requests as required by law, organizing the requests to provide maximum work efficiency, handling a percentage of the actual utility locating and coordinating the required locates with the other Utility Locator to ensure locates are completed within the required time frame.
- Regularly monitors messages from the Utility Protection Center for locate requests within the Marietta Water service area. Responds to all requests for location of Marietta Water underground facilities from the Utility Protection Center (UPC) website with the correct response codes and within the mandated time frame. Sends the UPC notification of requests outside of department’s service area in a timely manner.
- Prioritizes all utility locate work orders including department emergency requests such as, water main breaks and other high priority requests. Provides quick responses to emergency work crews in locating water and wastewater mains, and shutoff valves.
- Organizes, plans and conducts water and wastewater locates by using electronic locating devices, reading and interpreting maps and blueprints. Assigns locate requests to the Utility Locator. Provides training and technical support as needed. Consults with the Supervisor for scheduling conflicts, and priority conflicts.
- Maintains documentation of department’s underground facility requests and notes any restakes or additional locating performed on previous sites. Generates reports from all UPC requests; submits monthly report of completed and pending locates, maintains updated files and provides to supervisor as requested.
- Responds to emergency and storm duties when assistance is needed in locating shutoff valves and other related emergency locate requests. Assists crew Foreperson and other Water and Wastewater Department employees with distribution and collection system locate problems. Provides contractors or customers with locate requests and special problems (fire flow, shutoff valve locates).
- Coordinates the utility locating program with other city/BLW Departments and private contractors including responding to emergency issues as they arise.
- Regularly testing and maintenance on the underground locating equipment.
- Performs fire flow tests to include valve check and leakage as assigned by the Supervisor.
- Assists Engineering division with GPS/GIS with updates to the existing Water and Wastewater mapping data.
Preferred Qualifications:
- High school diploma or GED and four years related experience in water and wastewater underground utilities locating. Must have experience using a pipe horn and other locate equipment with ability to determine active water or wastewater lines.
- Proficiency using a personal computer and MS Office Suite software including MS Word, Excel and Outlook, as well as related electronic locate and mapping programs.
- Must be able to complete additional locate application training as assigned.
- Ability to operate and calibrate electronic utility locating devices with accuracy.
- Valid Georgia driver’s license and a satisfactory seven-year driving history to include no DUI’s in the last five years. Must pass a criminal background check, drug screen and physical exam at time of hire.
- All newly hired employees must have a Georgia State Board Distribution or Collection certification or obtain same within two years of completion of the scheduled training class. Employees promoted to this position from within Water and Wastewater Department must have the certification or must obtain certification within the remaining amount of time allotted in their previous position to obtain the certification.
- Must obtain flagging certification at time of hire.
- Must complete Georgia trenching and shoring certification within working test period.
- Knowledge of water and wastewater methods, operating rules and equipment, and construction maintenance techniques and procedures.
- Knowledge of related occupational hazards and safety precautions.
- Ability to operate a PC and operate programs to perform simple data entry and retrieval, compose reports, and send e-mail communications.
- Ability to read system maps and blueprints.
- Ability to communicate both verbally and in written form.
- Maintain knowledge of current industry safety rules and regulations as well as city/BLW policies and procedures.
