INTRODUCTION
Under the supervision of the Director of Grants Management, the Program Manager will directly assist with programmatic development as well as the development of policies and procedures relevant to managing Unity’s Infectious Disease program. This position will be instrumental to the administrative management and coordination of Unity’s Infectious Disease programs including but not limited to: preparation and dissemination of regular programmatic communications, writing proposals and reports, contract management, and data monitoring. The Program Manager will interact both with internal team members and external partners and stakeholders, including sub-recipients, community-based partners, government representatives, and the general community. This position will be an integrated member of Unity’s Infectious Disease leadership team.
MAJOR DUTIES/ESSENTIAL FUNCTIONS
Essential and other important responsibilities and duties may include, but are not limited to the following:
Major Responsibilities
- Oversees and manages aspects of Unity’s Infectious Disease program.
- Collaborates with the Infectious Disease leadership team to formulate, organize, and monitor Unity’s patient-centered Infectious Disease program.
- Monitors compliance for all federal, state, local requirements related to management of Unity’s Infectious Disease program.
Essential Functions
Program Management:
- Oversees and manages aspects of Unity’s Infectious Disease program.
- Collaborates with the Infectious Disease leadership team to assess care service needs among District residents and among Unity patients.
- Works with Infectious Disease leadership team to set annual program goals that align with organizational, local, and national goals around Infectious Disease.
- Collaborates with the Infectious Disease leadership team to determine an effective strategy for the implementation of annual goals and monitoring of department work plan.
- Seeks, applies for, and manages funding for Infectious Disease and related health services.
- Develops and monitors Infectious Disease program budgets, ensures appropriate expenditure allocation.
- Prepares progress and annual reports, and facilitates program evaluation activities.
- Analyzes data trends and performance evaluations, and prompts team discussion for quality improvement.
- Prepares Unity for federal and local program related audits and visits related to the Infectious Disease program funding.
- Serves as primary contact for federal, state and local partners.
- Represents Unity’s Infectious Disease program at local, regional, and national meeting and/or events, as appropriate.
- Builds and maintains relationships with local and national partners/stakeholders.
- Participates in the interviewing, hiring and training of new staff, when appropriate.
- Engages in ongoing communication about program progress, including successes and challenges with supervisor.
Leadership:
- Consistently exercises discretion and sound judgment to analyze, interpret, and act.
- Evaluates possible courses of action and making decisions for the best outcomes for the team and the organization.
- Strives to maintain updated knowledge on all existing and emerging Infectious Disease topics (may include but not limited to topics such as viral suppression, HIV medications, STI screening and treatments, prevention efforts, etc) and the relevant political landscape.
- Maintains a high level of ethical conduct regarding confidentiality, relationships, and professional stature.
- Attends operational and quality improvement meetings to ensure integration of program and engage in
creating and maintaining a culture of excellence.
- Coordinates with other Unity Departments’ as appropriate to support care coordination and integration of Unity’s Infectious Disease services across the organization.
- Serves on Unity’s Quality Improvement Committee.
- Participates in strategic planning by making recommendations for programmatic and service priorities and opportunities to the Grants Management Department.
MINIMUM QUALIFICATIONS
- Master’s Degree (Public Health or Health Care Administration, preferred) from an accredited college or university in a related field of study.
- Two (2) years of professional program management experience in a community-based health program.
- Experience with grant writing and program evaluation a plus.

- Strong understanding of the concepts and practices associated with effective program management.
- High degree of customer service skills and philosophy to include professionalism, responsiveness, and follow-through.
- Handle multiple tasks effectively and meet deadlines.
- Strong organizational skills and attention to detail and accuracy.
- Demonstrated ability to show a high degree of initiative and proactive planning and learning.
- Ability to communicate effectively verbally and in writing with individuals or groups.
- Demonstrated ability to work with a multi-cultural and multi-disciplinary team.
- Ability to analyze and systematically compile technical and statistical information and to prepare reports and correspondence; comprehend and make inferences from written material; interpret federal, state, and local government laws and regulations.
- Strong ability to effectively use technology and computer applications such as Microsoft Office Suite.
SUPERVISORY CONTROLSThe position reports to the Director The position has delegated authority to implement approved plans and make implementation decisions in coordination with the Infectious Disease leadership team. The position will consult with the Director before deviating from the approved plans or making decisions that will significantly affect program goals, resource allocations or other health center operations. The position will analyze options and make recommendations for decisions by the Director on proposed goals, plans and budgets.

PERSONAL CONTACTS
The position requires contact with staff at all levels throughout the organization. There are also external organization relationships that may be a part of the work of the incumbent.
PHYSICAL EFFORT AND WORK ENVIRONMENTPHYSICAL DEMANDS The position requires the incumbent to be able to move easily about the health center. The work is basically sedentary in nature. However, some walking, bending and the carrying of light items are required.
RISKS
The position involves everyday risk and discomforts, which require normal safety precautions typical of such places as offices, meetings, training rooms, and other UHC health Care Sites. The work area is adequately lit, heated, and ventilated. All medical services shall be provided according to medically accepted community standards of care. The employee shall provide evidence of a recent (within the past twelve (12) months) health assessment that includes a PPD and/or chest x-ray results.
