Position Overview
The InReach Case Manager will build and nourish relationships, trust and support with people experiencing homelessness to promote their strengths and capabilities as they work to obtain permanent housing. Provide a consistent demonstration of JOIN’s values and mission in each contact with people experiencing homelessness. Work on JOIN’s highly successful outreach and housing placement program to engage with participants residing at shelters, sanctioned camps, and day space sites that have no onsite or limited case management services. We prioritize serving marginalized members in our community in the adult homeless system. As a multi-agency team, we offer culturally specific services to Native Americans, African Americans, and Spanish speakers. We offer survivor services for those seeking DV or SA resources. We currently accept referrals from Dignity Village, Right to Dream Too, Gresham Women’s Shelter, Chestnut Emergency Shelter, Willamette Center, and Rose Haven Dayspace for Women and Families

Full Time non-exempt position with option for 100% paid employer paid Health Benefits (medical & dental benefits for employee and all dependents), employer paid Long and Short term disability benefit, employer paid $50,000 life insurance, EAP, Flexible spending accounts for medical and dependent care, unmatched 403(b), holiday pay, 160 hours PTO, 10 paid holidays plus paid winter break shutdown, 8 hours/month paid community involvement opportunity, paid bereavement leave, paid trauma leave, and an 8 week paid sabbatical after 7 years of employment.
Essential Duties and Responsibilities
- Participate on the InReach multi-agency team composed of six placement case managers, one retention case manager and one Dignity Village Program Specialist.
- Collaborate with partner organization staff to provide effective advocacy and housing case management services. Engage in-person with partner sites, and be present at JOIN in-person on an ongoing basis. Must be willing to occasionally flex hours as needed to attend in-person tabling events at shelter partner sites and collaborate with partner sites to conduct outreach and engagement efforts to respond to the unique needs of the participants
- Promote and support transition into permanent housing, including supporting access to needed services, medical resources, employment, and housing opportunities. Emphasize a strength-based approach that supports individuals in their efforts to achieve their overall housing goals
- Services offered reflect the principles of assertive engagement, motivational interviewing, strength-based approach, housing first, and other best practices of service delivery
- Collaborate with other JOIN teams when needed such as assisting with severe weather activations, and the annual Point in Time Count when requested
- Assist individuals with moving their belongings into and out of shelters and or apartments
- Provide and maintain continued support in collaboration with JOIN’s Retention Team to promote housing stabilization with new tenants for at least 12 months
- Build and maintain collaborative relationships with landlords, police, social service agencies, businesses, and neighborhood organizations; help our folks navigate the system
- Complete reporting, casenotes, and expenditure data entry in a timely manner
- Actively participate weekly team meetings in-person or virtual; participate in bi-annual team retreats for team building efforts; participate in team building staff meetings and organizational functions
- Apply an equity lens to work with staff, service users, volunteers, donors, and community partners
- Engage in JOIN’s equity and anti-racist work at the full-staff, program-specific, and individual professional level
REQUIRED Education, Experience, Qualities, or Specialized Training
- Must be available to work in-person, meet onsite in shelter settings, the ability to be mobile, and meet participants where they are at
- Demonstrated respect for the value of diversity and equity; an ability to work with people from all backgrounds in an inclusive and meaningful way
- Ability to work and problem-solve effectively with a diverse array of system participants, including single adults, couples, and families experiencing homelessness, housing placement workers, agency managers/directors, and funders
- Commitment to non-judgmental, non-violent and holistic responses to those in need and previous experience with actively working towards addressing personal biases

- Must be self-motivated and work well in a sometimes unstructured team environment
- Strong interpersonal skills

- Microsoft Office Suite software and Google Suite proficiency
- Personal vehicle, valid driver’s license, and insurable driving record required upon hire
- Ability to routinely move furniture weighing up to 50lbs. into vehicles and apartments is a requirement
- Must pass a post offer criminal background check
PREFERRED (not required) Education, experience, qualities, or specialized training
- 1-2 years of Housing Case Management experience preferred; personal and/or professional experience working with individuals and/or families experiencing homelessness
