The mission of Washington Health Benefit Exchange (Exchange) is to radically improve how Washington residents secure health insurance through innovative and practical solutions, an easy-to-use customer experience, our values of integrity, respect, equity and transparency, and by providing undeniable value to the health care community.

The Exchange is a public-private partnership that operates Washington Healthplanfinder, the eligibility and enrollment portal used by one in four Washington residents to obtain health and dental coverage. Through this platform, and with support from a Customer Support Center and statewide network of in-person navigators and brokers, individuals and families can shop, compare and enroll in private, qualified health plans (as defined in the Affordable Care Act) or enroll in Washington Apple Health, the state Medicaid program.

SUMMARY

The Data Science Analyst is part of our Exchange Analytics Team, contributing to our mission to increase the number of Washingtonians with health insurance coverage. The Analytics Team projects include comprehensive public facing enrollment reports, executive presentations, and specialty project reports to show progress on legislative initiatives. Assignments may include innovative, specialized support for ground-breaking initiatives, such as Immigrant Health, Health Plan Standardization, and continuous coverage among health programs, requiring the ability to understand and retain complex policies and regulations as well as related data sources and details. This position will collaborate across multiple disciplines to target data and analytic reports for specific audiences and use creativity to highlight key analytics insights. We are looking for a contributor with solid skills in Excel, SQL, and PowerBI, willing and able to develop new skills and knowledge, with exquisite attention to detail, and with the ability to understand health policy and stakeholder viewpoints for the production of targeted work products.

DUTIES AND RESPONSIBILITIES

• Collaborate with Policy and Analytics staff to identify, extract or acquire, manage and report data in support of policy initiatives.

o Research and communicate about potential data sources, evaluating suitability for the hypothesis or outcome desired, explaining the advantages and disadvantages of various approaches.

o Collaborate with Policy and other teams to implement a data acquisition and management plan, using technical tools, including analytical use of SQL, Excel and Power BI.

o Manage across teams to provide accurate and achievable project schedules, communicate the schedule to other team members, and achieve on-time reports, dashboards and other work products.

• Collaborate with Analytics and Policy staff to provide expertise on format, data visualization, visual design to create reports that reflect that expertise.

• Provide support in verifying the accuracy, consistency and readability of the reports, databases, dashboards and files as needed.

• Collaborate with Analytics team to implement effective data strategies that improve data quality, integrity, and tools, including standardization of approach, expanded access to additional related data, and delivery of expanded reporting for Exchange departments.

• Have passion around accurate communication of data and data concepts, with the ability choose among statistical options to correctly convey an underlying message or comparison. Skilled with strategic use of visualizations to convey messaging for a varied range of audiences.

QUALIFICATIONS

Required:

• Minimum 5 years experience in data handling, statistical analysis, and strong experience in data research, acquisition, data cleaning, statistical analysis, and data project management; OR bachelor’s degree in science, data science, public health, or health policy AND 3 years experience in data research. (Note: Qualifying experience may substitute year for year for education.)

• Minimum 5 years experience synthesizing and distilling large amounts of information into concise bullets, graphics, and frameworks; and identifying and producing summaries of key findings. Solid analytical report writing and proof-reading skills.

• Minimum 5 years experience in data visualization and manipulation; and statistical concepts.

• Minimum 3 years experience using Excel to create professional quality visual reports; experience with PowerBI and other visual reporting tools a plus.

• Detail oriented and displays effective time and organizational management skills.

• Conceptual thinking skills. Works effectively with experts to capture ideas and translate into effective communications; then contextualize and interpret data within larger issues, goals, and topics.

• Effective oral and written communication skills, including demonstrated ability to engage in active listening, translate or reflect back information, and tailor communication to the audience.

• Understand QA best practices; be able to quickly review others’ work for accuracy and consistency, use technology tools to extend QA practices to massive datasets

Desired:

• Healthcare or Health Insurance industry experience.

• Ability to apply customer focus to report design considerations.

• Knowledge of ADA requirements.

• Experience with design principles, font usage, placement concepts

• Collaboration and negotiation skills – provides clear and concise communication; manages project status and risks, addresses barriers and challenges, refines strategies to meet objectives.

SALARY INFORMATION

Full Salary Range: $79,311.00 to $118,966.00 annually, with midpoint at $99,138.00.

Hiring Range: $91,207.00 and $99,138.00 annually. This is an estimate of where a qualified candidate can expect to receive an offer.

The actual salary offer will consider candidate experience, skills, qualifications, internal equity, and the market. Our compensation policy reserves the salary range above the midpoint for employees who are meeting and exceeding expectations and for growth and development, up to the maximum.

WORKING CONDITIONS

Core business hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. There are times where irregular hours will be required. The preferred duty station is our Olympia, Washington headquarters. The nature of this role relies heavily on remote and in-person collaboration. While a hybrid remote and on-site schedule may be considered, the position will require flexibility to allow for in-office availability as business needs dictate. Travel requirements will be limited, however there may be occasions where an employee is required to travel and work irregular hours to attend meetings or trainings. Duties of this position require the use of standard office furniture and equipment, including setup for remote work. The employee is responsible for providing and maintaining a safe, ergonomic, and secure workspace at their remote location.

SPECIAL REQUIREMENTS
