GENERAL DESCRIPTION: This is a highly responsible senior-level administrative and technical position in municipal finance and budgeting. Duties include frequent participation in formulating Finance Department policies and procedures, facilitating workflow and training for staff in completing their duties, and preparing complex financial statements, forecasts, projections, and reports. An employee in this class must exercise considerable independent judgment and take responsibility for carrying forward the work of the Finance Department. An employee in this class is responsible for the operation of the Department in the absence of the Director.


ESSENTIAL JOB FUNCTIONS:

  • Assists in developing, communicating, and executing the plans and objectives in alignment with the City’s vision, mission, and values.
  • Promotes a culture committed to continuous improvement.
  • Sets high-performance standards; provides honest and constructive feedback when expectations and results are not achieved; and renders timely personnel decisions as needed.
  • Supervises the activities of the Accountant and Administrative Assistants’ activities.
  • Assists with the preparation of audit work papers supporting the annual external audit process.
  • Monitors revenue collections of the Solid Waste Management, Water Utility, and Wastewater of the
  • verification that the City maintains compliance with bond covenants and restrictions.
  • Assists in tracking Capital Improvements Plans implementation and financial management of capital projects and related funding for multi-year periods.
  • Supervises the accounting for and preparation of reports in conjunction with Federal, State, and Local grant assistance programs awarded to all city departments.
  • Prepares or supervises the preparation of written accounting procedures or changes to procedures and policies for all departments of the City.
  • Assists the Finance Director in developing responses to internal and external audit findings.
  • Performs analysis of current and proposed financial transactions being considered by city departments upon request.
  • Assists personnel in other City departments in solving problems of a technical accounting nature.
  • Promotes world-class customer service by being accessible and responsive, anticipating customer expectations, architecting innovative and resourceful solutions, and building partnerships within the City Departments.
  • May be required to work alternate hours as necessary for the efficient operation of the department.
  • Position is designated as Mission Critical by Department Director.


ADDITIONAL FUNCTIONS:

  • Assumes the duties of the Finance Director during absences.
  • Deliver presentations to City departments or the public regarding the work performed by the Finance Department.
  • Performs related work as required.

QUALIFICATIONS (EDUCATION, TRAINING, & EXPERIENCE):

  • Bachelor’s degree from an accredited four (4) year college or university in accounting.
  • Six (6) years of progressively more responsible experience in accounting and fiscal operations
  • An equivalent combination of education, training, and experience that provides the knowledge, skills, abilities, and other competencies necessary for success in the target position may be considered.


SPECIAL REQUIREMENTS:

  • Must possess a valid Florida driver’s license.
  • Must maintain a valid telephone number.
  • Experience in governmental operations preferred.


KNOWLEDGE, SKILL, AND ABILITIES:

  • Thorough and complete knowledge and understanding of governmental accounting principles and procedures.
  • Thorough knowledge of automated data processing and accounting systems and procedures.
  • Considerable knowledge of the principles and practices of City fiscal administration.
  • Ability to direct, plan, and coordinate the work of accounting and clerical personnel.
  • Ability to analyze complex financial transactions and reports.
  • Ability to express ideas clearly, both verbally and in writing.
  • Ability to display a genuine concern for the success of the Department and City, modeling selfless behaviors.


WORKING ENVIRONMENT/PHYSICAL REQUIREMENTS:

  • Requires sedentary work that involves walking or standing some of the time, exerting up to 10 pounds of force regularly, and routine keyboard operations.
  • The job risks exposure to no significant environmental hazards; bright/dim light.
  • The job requires normal visual acuity, field of vision, hearing, speaking, color perception, sense of taste, sense of smell, depth perception, and texture perception.
