Overall Position Summary and Objectives:

We are seeking a highly skilled Senior Advisor to provide independent support services to meet the operational objectives of a leading research program. The primary objective is to deliver exceptional services and deliverables through strategic planning, process improvement, and operational support.

Minimum Education:

  • Master's degree in a related field.
  • Three (3) years of specialized experience plus a BA/BS degree is equivalent to a Master's degree.

Key Responsibilities:

  • Strategic Management and Planning:
    • Conduct needs assessments and develop recommendations for improving current operations.
    • Provide strategic management planning, process improvement, metric assessment, acquisition planning, and program management.
    • Analyze current processes and develop strategies for improvement.
    • Conduct gap analysis, develop target state strategies, and formulate execution roadmaps.
  • Advisory and Leadership:
    • Provide advisory services on administrative management and operational support.
    • Coordinate overall strategic direction and planning for the program.
    • Advise management on new strategies and complex issues.
    • Collaborate with staff on program development, contract management, and operational enhancements.
  • Program Development and Implementation:
    • Plan and implement solutions to address gaps and improve performance.
    • Develop policies for programs, including engagement, informed consent, enrollment, return of results, and sample governance.
    • Oversee the conception and implementation of strategic directions, including the RDoC strategic plan.
    • Work with staff to develop proactive programs geared to specific audiences.
  • Research and Analysis:
    • Perform research in support of strategic planning.
    • Conduct technical reviews and conflict analysis on ethics issues.
    • Conduct research and analysis to address inquiries on policies and issues.
  • Communication and Outreach:
    • Develop and coordinate a plan for outreach and communication about the program.
    • Prepare and lead presentations about the program to leadership, recruitment venues, and meetings.
    • Plan and promote community engagement.
    • Design and lead research studies on factors influencing community engagement.
  • Budgetary Management:
    • Review budget spreadsheets and answer related questions.
    • Provide budgetary management for the extramural awards portfolio.
    • Develop customized tools to forecast funding trends.
    • Advise on strategic approaches for resource allocations and adjustments.
