Strategic Basing Analyst

JRAD is seeking a highly skilled Program Analyst to support the Department of the Air Force (DAF) Strategic Basing Program within the Air Force Civil Engineers AF/A4C. Hybrid preferred (NCR); fully remote considered.


Roles/Responsibilities:

Program Governance and Documentation:

  • Develop, coordinate, consolidate, and maintain Strategic Basing Program governance documents (e.g., AFIs, policies)
  • Prepare action plan recommendations, task responses, and issue resolution action plans

Leadership Updates and Meeting Participation:

  • Develop, draft, coordinate, and provide detailed updates to leadership by participating in meetings and forums
  • Prepare and present meeting materials, including slides, after-action reports, and minutes

Staff Package Preparation:

  • Prepare staff packages for Senior Executive Service, General Officer, and Presidential Appointee-level audiences
  • Create staff summary sheets, presentations, spreadsheets, correspondence, congressional responses, background papers, and white papers

Basing Action Requests:

  • Support proponent basing action requests through military value analysis and feedback
  • Move actions through the strategic basing process to obtain final approval

Governance Battle Rhythm Management:

  • Manage governance battle rhythm, including distribution lists, meeting invites, conference room reservations, compliance review of slide decks, and meeting facilitation Records Management:
  • Maintain an extensive records repository for all basing actions and division information in compliance with AFI 33-322 and internal SOPs

Coordination and Collaboration:

  • Collaborate with OSD, Joint Staff, other Service staffs, DAF directorates, MAJCOMs, Centers, and other government offices
  • Respond to queries, requests for information, and other support related to strategic basing actions and SAF/IE programs
  • Develop Courses of Action using analytical tools, supporting facts, and estimates to provide recommendations

Training and Analysis:

  • Advise and assist in training staff on BRAC processes
  • Perform military value and capacity analyses and prepare cost/savings estimates with OSD- approved modeling systems


Required Skills and Education:

  • Minimum of 3 years of DAF installation level experience.
  • Bachelor’s degree.
  • Minimum of 10 years of higher-level DAF experience.
  • Broad knowledge of DAF and DOD corporate processes.
  • Substantial knowledge in installation and mission support areas to lead teams and interpret strategies and guidance from Senior DAF leaders.


Security Clearance:

  • DoD Secret is required
