Job DescriptionJob Description

The Payroll and HRIS Analyst provides targeted expertise in payroll processing and HRIS management, supporting the Human Resources Department, managers, and employees across the organization. Key responsibilities include updating systems, maintaining files, responding to employee inquiries, processing payroll transactions, overseeing timekeeping, and providing reporting and analytics. This role ensures accurate, efficient, and timely payroll processing in accordance with company policies and regulations. The position requires a strong background in payroll processing, excellent analytical skills, and the ability to handle sensitive information with confidentiality. Additionally, this position serves as the backup for the benefits administrator as needed.

Key Responsibilities:

Payroll Processing:

  • Accurately process bi-weekly payroll for all employees.
  • Ensure compliance with federal, state, and local payroll regulations and company policies.
  • Maintain and update payroll records, including employee changes, salary adjustments, deductions, unemployment notices, and garnishments.
  • Address and resolve payroll discrepancies and inquiries from employees.
  • Educate managers and employees on payroll related topics.
  • Prepare and distribute payroll reports as required by management.
  • Perform actions necessary to track and determine regular and overtime pay, and factor commission-based income or bonuses into employees' salaries.
  • Calculate and process federal and state tax and social security withholdings, insurance, benefits, pension/retirement, 401(k) contributions and company match, and profit sharing.
  • Work with the external payroll provider to process termination pay as legally required.
  • Serve as a Subject Matter Expert for payroll questions regarding calculations, time and attendance queries, taxation questions, imputed income, relocation, and elected and mandatory deductions.
  • Assist in processing Leave of Absence (LOA) payment and reporting as needed.

Time and Attendance Administration:

  • Lead Time & Attendance administration, ensuring time off and timecards are approved in ADP.
  • Review information submitted on time sheets, identify missing timesheets, notify employees and supervisors to submit/approve time as needed, and communicate to resolve any discrepancies or errors.
  • Assist in guiding and training managers on processing payroll and time and attendance.

System Configuration and Maintenance:

  • Collaborate with ADP to configure, update, maintain, and program system features and company parameters (e.g., vacation rules, holiday rules, part-time benefit accruals, carryover rules, benefit plans, performance management, timekeeping, compensation).
  • Ensure Time & Attendance policies in ADP match Company policies and conduct accrual audits.
  • Provide first-level support for ADP issues and queries.

Auditing and Compliance:

  • Audit payroll information for accuracy and reconcile payroll deposits, tax withholdings, wage garnishments, and voluntary deductions.
  • Uphold strong internal controls and procedures as dictated by federal compliance mandates.
  • Maintain knowledge of rules and laws governing payroll administration practices and stay abreast of legislative changes related to pay and benefits.
  • Manage compliance for state minimum wage changes and communicate updates as appropriate.
  • Prepare and submit required payroll tax filings and reports.
  • Ensure compliance with all relevant payroll and employment laws and regulations.
  • Assist with internal and external audits related to payroll and HRIS.
  • Conduct and ensure required reporting takes place before deadlines for ACA, W-2s, EEO, and CA Pay Data.
  • Partner with ADP on ACA and W-2s, and with the 401(k) provider on 5500 filings.

Reporting and Documentation:

  • Develop and generate HRIS reports to support HR and business operations.
  • Prepare responses to notices from government agencies regarding employee tax filings.
  • Assist with all quarter and year-end activities to ensure accuracy of Form W-2s and all tax filings.
  • Conduct administration of 401(k) reporting and remittance for payroll and employer contributions, including loans, distributions, enrollments, and contribution changes.
  • Document payroll processes and create user guidelines.

HRIS Management:

  • Maintain and update the HRIS to ensure accuracy and integrity of employee data.
  • Train HR staff and other users on HRIS functionalities and best practices.
  • Ensure data security and confidentiality in compliance with company policies and regulations.
  • Establish internal customer-facing Human Capital Dashboards and People Analytics tools.
  • Assist with configuring and optimizing ADP, including performance and merit events.

Employee Information Management:

  • Entry and updating of employee information in ADP, ensuring the portal is updated timely, accurately, and confidentially with all employee changes, including new hires, terminations, status changes, compensation, and titles.
  • Maintain employee electronic files, I-9s, and record retention program.

General HR Support:

  • Assist with the onboarding and offboarding processes by ensuring payroll and HRIS systems are updated.
  • Provide benefits support as needed.
  • Support HR projects and initiatives as needed.
  • Provide exceptional customer service to employees regarding payroll and HRIS inquiries.
  • Update the company org-chart regularly.

Qualifications and Requirements:

  • Education:
    • Bachelor's or Associate’s degree in Human Resources, Business Administration, Accounting, or related field preferred or equivalent work experience.
  • Experience:
    • Minimum of 3+ years of experience in payroll processing and HRIS management.
    • Experience with ADP or similar payroll/HRIS systems is highly desirable.
    • Experience with time and attendance administration, tax filings, and compliance reporting.
  • Skills and Competencies:
    • Strong knowledge of federal, state, and local payroll regulations.
    • Proficiency in payroll processing, including calculations for regular and overtime pay, deductions, garnishments, and benefits contributions.
    • Excellent analytical skills with the ability to generate and interpret HRIS reports.
    • Strong attention to detail and accuracy in data entry and record-keeping.
    • Excellent organizational skills with the ability to manage multiple tasks and meet deadlines.
    • Strong problem-solving skills to address and resolve payroll discrepancies and employee inquiries.
    • Proficiency in Microsoft Office Suite, particularly Excel, for payroll and HRIS reporting.
    • Strong communication skills to effectively train HR staff and managers on payroll and HRIS processes.
    • Ability to handle sensitive and confidential information with the utmost discretion.
  • Certifications:
    • Certified Payroll Professional (CPP) or Fundamental Payroll Certification (FPC) is a plus.
  • Other Requirements:
    • Demonstrated ability to maintain knowledge of payroll and employment laws and stay updated on legislative changes.
    • Experience in auditing payroll information for accuracy and ensuring compliance with internal controls and procedures.
    • Proven ability to provide exceptional customer service to employees regarding payroll and HRIS inquiries.
    • Ability to collaborate effectively with external payroll providers and internal IT and HR teams to configure and optimize HRIS systems.
