The Hennepin Healthcare Research Institute (HHRI) is accepting applications for a Senior Director, Information Systems, Technology and Services (ITS) to work in a hybrid capacity which requires a periodic onsite presence in downtown Minneapolis, MN. HHRI is a subsidiary of Hennepin Healthcare System, Inc., and operates as the research arm of Hennepin County Medical Center, an acute care research and teaching hospital in Minneapolis, MN. HHRI is one of the largest nonprofit medical research organizations in Minnesota and consistently ranks in the top ten percent of all institutions receiving research funding from the National Institutes of Health (NIH). We are looking for a motivated, resourceful and driven IT leader to lead the various IT initiatives at HHRI.

POSITION SUMMARY:

The HHRI ITS Sr. Director is responsible for managing the value from technology across the organization in a manner that maximizes effectiveness, efficiency, and customer satisfaction, and considering alignment where possible with HHRI programs and the parent organization (HHS). They will have a strong understanding of HHRI's operations, including federal privacy and security requirements, and will lead the team implementing adoption of technologies that support HHRI's research and operations.

The HHRI ITS Sr. Director will identify and facilitate implementation of technology solutions that align with HHRI's technological, computing, and system security goals. They will develop and deploy the team that will execute plans to improve processes, efficiency, and customer experience. They will be aware of and analyze trends and technologies and provide recommendations for the adoption of new tools and systems at HHRI. They will collaborate with the VP-Operations/COO and their team and other leaders in the organization to ensure the seamless integration and continued effective functioning of new and existing ITS systems. Overall, they will advise and drive the organization's digital strategy, and support the implementation of this strategy through their ITS team.

Specifically, they will perform the following tasks: Establish and direct overall HHRI information system technology strategies. Lead the team that works with scientists and other campus ITS personnel to determine HHRI's long-term ITS systems' needs, hardware acquisitions, and software developments to accomplish the organization's business objectives. Rely on extensive experience and judgment to accomplish goals, including conceiving, designing and refining solutions that address the ITS needs of HHRI and its research programs. Manage and evaluate all hardware and software development personnel. Develop and manage ITS budgets to ensure cost effectiveness and maintenance of an ITS infrastructure to meet the demands of the organization. Evaluate ITS procedures, systems, development methodologies, and training needs and assume accountability for same. Evaluate proposals from administration, scientific personnel and vendors to determine feasibility, applicability, system functions, appropriate justification, and financial requirements and make recommendations for implementation to organizational leaders.

ESSENTIAL JOB FUNCTIONS:

  • Develop, direct and implement overall HHRI information system technology strategies.
    • Direct in an environment addressing mainframe, mid-size, mini, PC, workstation, iOS, distributed and client/server computer networked systems.
    • Identify and recommend current/future software development tools as needed.
    • Evaluate major system and infrastructure performance and forward recommendations to HHRI management
    • Conceive, design and refine solutions that address the ITS needs of HHRI and its research programs
  • Manage multiple small to major complex projects and as a team leader in a cooperative, service-oriented environment.
    • Monitor project work to ensure adherences to ITS standards, methodology, and specifications.
    • Develop and maintain project plans.
    • Remain current in project management process/methodology proficiency, and technical information and technology developments.
    • Supervise all project activity and ensure projects are completed within time and cost estimates while meeting the users' expectations/requirements.
    • Provide timely and accurate project status information.
  • Ensure compliance with federal ITS security requirements, implementing and maintaining security requirements as needed.
  • Assess and manage ITS procedures, systems, development methodologies, and training needs.
  • Create and manage department related policies and procedures for end users.
  • Evaluate proposals to determine applicability, system functions, appropriate justification, and financial requirements.
    • Evaluate vendor proposals to determine applicability to HHRI requirements and relations to internal ITS standards
    • Estimate internal project complexity and feasibility in terms of time, skills, and technology required
  • Provide budget input and oversight related to ITS staff salaries and department operations.
  • Hire, supervise, mentor, develop and evaluate HHRI ITS staff subject to HHRI human resources practices and policies.

EMPLOYMENT STANDARDS:

Education/Experience:

Any equivalent combination of education and experience that provides the required knowledge and skills is qualifying. Typical qualifications would be a Bachelor's degree in computer science, engineering or related field. At least 12+ years' experience in structured design/programming, object-oriented design/programming, client server computing, database concepts, data infrastructure and storage. Experience within a healthcare or academic environment and in a mid-sized, complex organization preferred. Ability to work hands on with hardware and network activities and technologies. Must have negotiation skills with internal and external stakeholders. Up-to-date knowledge of information technology is required.

Skill, Knowledge & Ability (SKA):

Requires interaction with a diverse population. Must have good oral, written, and presentation communication skills. Quick learner & proven problem-solving capabilities. Must demonstrate a working knowledge of database technology, data communications networks and computer hardware/peripherals. Must have the ability to demonstrate strong leadership in developing cooperation and teamwork and be willing to work hands-on with ITS team and foster a service-oriented environment. Must possess strong ethical principles. Good understanding of effective project management methodologies. Displays high standards of attendance, punctuality, responsiveness, and maintains confidentiality, and manages time effectively.
