SUMMARY OF POSITION

The Senior Manager of Product Engineering (“Manager”) is responsible for leading the product engineering function at the Office of Finance (“OF”). The scope of the OF’s business technology is significant – encompassing the OF’s mission critical areas of debt issuance, debt servicing, and combined financial reporting. The Manager is responsible for managing the portfolio of business applications across multiple internal and external product engineering teams to ensure consistency and performance across IT related activity that, in turn, supports the business.

PRINCIPAL RESPONSIBILITIES
  • Manage the Product Engineering organization to deliver technology solutions in support of business needs
  • Establish a robust and rapid agile software engineering practice
  • Support the Director of Product Engineering in modernizing technology platforms and applications
  • Prioritize, sequence, and deliver projects on time and with a high degree of quality
  • Collaborate with product management and stakeholders to ensure business needs are realized
  • Use stakeholders’ feedback to inform necessary improvements and adjustments to technology
  • Manage technical, application, and engineering dependencies across multiple internal and external product teams
  • Ensure consistency and alignment across technology stacks, design decisions, and implementation across multiple internal and external product teams
  • Drive technical architecture and process decisions to ensure delivery speed, resiliency, and external party API access
  • Improve the reliability, efficiency, and operability of fault-tolerant distributed systems
  • Ensure tools and mechanisms are in place to observe and understand the health of our systems in production
  • Recruit, motivate, mentor, and lead teams of highly capable Application Development Managers and Software Engineers in support of product development
  • Support the OF’s diversity and inclusion strategy by following policies and procedures that ensure opportunities for employees and diverse business partners
  • Assist with other job duties as assigned
PRINCIPAL REQUIREMENTS
  • Bachelor’s degree in Computer Science, Information Systems, or related field, or relevant work experience
  • 10 years of progressive experience with at least 2 years of leading and managing multiple Application Engineering teams and functions – both internal and external
  • At least 5 years of experience designing and developing customer facing, mission-critical applications
  • Deep expertise in modern and agile engineering practices and methodologies
  • Strong knowledge in emerging technologies such as AI, ML, Quantum Computing, etc.
  • Experience managing multiple teams designing and developing microservice based solutions in an agile software environment
  • Experience supporting software development in a highly regulated and audited environment
  • Experience managing technical and staff augmentation budgets
  • Track record of recruiting talented technical staff
  • Demonstrated commitment to D&I
  • Ability to listen and integrate ideas from diverse groups of individuals, build and maintain respectful relationships, collaborate with others, and resolve conflicts constructively
  • Proof of eligibility to work in the United States
