POSITION OVERVIEW

The Manager of Application Design and Development is a key figure responsible for overseeing a portfolio of software applications and the engineering team that develops and supports it. This role manages software that facilitates the administration of different exam programs through vendor proctored test centers, overseeing the exam delivery vendor in both new feature development and operational support.

This role has been designated as primarily remote, meaning it requires little to no onsite attendance. While this role can be designated as remote, you are offered the flexibility to select if you prefer to work primarily remotely, hybrid, or onsite. We're open to considering candidates within 50 miles of our office location in Philadelphia, PA.

RESPONSIBILITIES

  • Possesses domain knowledge in exam delivery or related business domains, emphasizing web-based exam delivery for B2B and B2C customers. Supports Growth and Innovation (G&I) in developing products for marketing testing and research, with expertise in seamless vendor integration.
  • Oversees design and development of a diverse software application portfolio, managing application services across the lifecycle from exploration to retirement.
  • Acts as a sponsor for initiatives to keep technology current, negotiating priorities and monitoring business-enabling technology initiatives. Collaborates with IT units to ensure adherence to standards in Enterprise Architecture, Agile framework, DevSecOps, application security, and infrastructure.
  • Directly hires, retains, develops engineers, scrum masters, and other roles. Identifies professional development opportunities aligned with staff plans, ensuring adherence to NBME procedures.
  • Drives process improvements for software quality and productivity. Educates teams on technical and architectural areas. Sets achievable team goals and manages vendor relationships to optimize collaboration and meet objectives.
  • Partners with technical product owners to translate vision into application capabilities. Demonstrates strong judgment and decision-making skills, proposing pragmatic solutions and resolving priority conflicts.
  • Anticipates and mitigates risks impacting deliverables. Reports status and issues to management, communicating effectively about team progress.
  • Directs application support activities, ensuring resolution of production support incidents. Acts as final escalation point for unresolved issues, conducting root cause analysis and optimizing support processes.
  • Ensures system documentation is maintained. Identifies and addresses training needs for the team.

QUALIFICATIONS

Skills and Abilities

  • 10 or more years of experience in an engineering or software project leadership role as an individual contributor demonstrating progressively increasing responsibility.
  • 5 or more years of experience with the Web-Base exam delivery business capability domain or related domain
  • Experience with development of web-based or cloud based applications
  • Experience with application integration technologies
