Purpose

·         Establish, implement, and maintain organizational policies and procedures to ensure compliance with Federal and State regulatory agencies including the Occupational Health and Safety Administration (OSHA), Federal Motor Carrier Safety Administration (FMCSA), Department of Transportation (DOT), and others. Lead a culture of safety awareness throughout the organization.  

·         Manage all aspects of the Company's auto and truck fleet program.

 

Responsibilities

·         Ensure policies, procedures and related training programs are implemented and comply with all Federal and State Safety and Health regulations.

·         Formulate company-specific general safety policies and procedures to be followed by all personnel; consult with all departments on the design and use of equipment, warehouse facilities, fire prevention and safety, and fleet programs.

·         Inspect work environments to detect existing or potential accident and health hazards; recommend corrective or preventive measures where indicated.

·         Manage auto fleet of 2,500 cars and trucks to ensure a safe, efficient, and low life cycle cost operational fleet. Negotiate auto contracts and pricing with car and truck manufactures. Establish and manage relationship with fleet management company to ensure efficient programs are in place for vehicle maintenance, fuel, licensing and registration, accident management and vehicle residual value (disposal).

·         Perform operational fleet analysis; provide data and reports on both fleet replacement cycles and maintenance programs for use by district, branch, and corporate personnel.

·         Manage relationship with third party vendor for Department of Transportation (DOT) driver compliance to include driver hiring requirements, driver qualification files, and DOT required drug and alcohol testing.

·         Manage vehicle related requirements such as International Fuel Tax Agreement (IFTA) fuel tax, vehicle inspections and Federal Motor Carrier Safety Administration (FMCSA) Safety Measurement System (SMS) compliance.

·         Participate in the investigation of accidents and injuries and cooperate in the preparation of material and evidence for use in hearings, lawsuits, and insurance investigations; compile and submit required Occupational Safety and Health Administration (OSHA) reports (OSHA 300 logs); remain current on health and safety requirements.

·         Prepare studies and analyses of work-related accident causes and hazards to health for use by management and outside agencies.

·         Serve as a resource to District Safety Committees, providing educational content, direction, and analysis to assist in the local efforts to create greater awareness and compliance.

·         Devise, supervise, and coordinate training programs or media to increase proficiency in safe practice and promote safety consciousness.

·         Integrate safety programs with Workers’ Compensation cost reduction efforts.

·         Maintain working knowledge of DOT Hazardous Materials Regulations for ground and air shipments.

 

Requirements

Minimum

·         5 years’ experience: in related fields establishing, implementing, and evaluating corporate safety programs

·         High school diploma or GED

Preferred

·         Four-year degree

·         Certifications in safety and/or fleet management

·         Ability to keep corporate management informed of health and safety exposures

Working Conditions

Office environment. Extensive travel required. Investigate potentially unhealthy, hazardous, or unsafe working conditions. Perform physical tasks normally associated with office functions as needed.
