The Northwest Kansas Planning and Development Commission is seeking to hire an Executive Director to head the organization, located in Hill City, KS.
HOURS PER WEEK: 40 Plus
CLASSIFICATION: Exempt

GENERAL DESCRIPTION :
Serves as the person (or co-person) in charge of office operations. This position shall be responsible for the day-to-day operations of personnel and office administrative duties. Shall be knowledgeable of local, regional, and state economic development activities and assist in specific activities as requested by the Board of Directors.
FUNCTIONS :
Will be in charge of personnel administration for the Northwest Kansas Planning and Development Commission. Will perform employee evaluations, monitor employees weekly time sheets, resolve employee complaints, draft salary adjustments (within the approved budget), initiate disciplinary actions, and perform other personnel functions. Includes responsibility for keeping personnel policies up-to-date.
Will develop a working knowledge of all Agency programs , so that an immediate backup for any activity is readily available.
Will assist with application preparation and administration of Community Development Block Grants and other grants as needed.
Will assist in the preparation of business loan applications, administration of the EDA Revolving Loan Fund(s), the Rural Development Tax Credit Loan Fund, Network Kansas programs and FmHA Intermediary Relending Program.
Will be the “meetings coordinator” for the Commission and Pioneer Country Development, Inc. As such, will be responsible for development and implementation of workshops which will help familiarize community leaders with various economic and community development programs and involve them with such programs as part of a leadership development activity for northwest Kansas. Duties also include the responsibility of planning all arrangements for the annual meetings.
Will be the Commission’s designated agent to the Economic Development Administration (EDA) and as such will be responsible for the preparation of annual EDA Planning grant applications for the Agency as well as making sure the periodic activity reports are completed and submitted as required by the EDA’s Denver office.
Will serve as the Office Manager (or Co-Manager) making sure all office functions are performed as assigned and that office equipment is efficiently utilized and kept properly maintained.
Will perform a wide variety of administrative functions including responsibilities of preparing board meeting agendas, recording minutes of board meetings, and supervising the distribution of all needed written materials to board members prior to the meetings.
REQUIRED KNOWLEDGES, ABILITIES, AND SKILLS :
Considerable knowledge of and experience with personnel administration.
Ability to make complex decisions in accordance with established policies and procedures.
Ability to prepare effective correspondence on moderate to complex matters and to perform office management details.
Ability to maintain effective working relationships with other employees and the public and to deal with problems as they arrive in a courteous and tactful manner.
Considerable knowledge about the Northwest Kansas Planning and Development Commission, Pioneer Country Development, Inc., Northwest Kansas Housing, Inc. and Northwest Kansas Travel Council. Further knowledge as to how these organizations mesh with state and federal agencies as well as allied organizations is desired.
Ability to understand principles of fund accounting and related financial record-keeping.
Knowledge of computers/software and how to efficiently use them in daily business operations.
EDUCATION AND EXPERIENCE :
Graduation from high school.
(Preferred) Graduation from college with a degree in Business or Public Administration or related subject area.
