OverviewThe Department of Environmental Conservation Rivers Program is looking for an Environmental Engineer who can work proficiently both within a team setting and independently to recommend courses of actions to manage conflicts between dynamic stream systems and human investments. Knowledge of construction techniques ranging from the limitations of handwork to utilization of heavy earthmoving equipment is essential to effective management and regulation of instream construction activities, including flood response and recovery work.The Engineer will be responsible for
  • Providing technical guidance and writing permits and authorizations that meet requirements set forth under the Vermont Stream Alteration Rule within a region of approximately 50 towns and an associated 4,500 jurisdictional stream miles.
  • Advising on projects ranging from development and construction of footpaths, slope stabilization of landslides, maintenance and new construction transportation infrastructure, siting and design of large utility lines, etc.
  • Collaborating with engineering teams, contractors, various state and agencies, residents, landowners, and watershed organizations.
  • Working well with the public and is expected to educate individuals during routine interactions.
  • Professionally navigating challenging situations and emotions experienced by flood survivors.Technical Skills
    The ideal candidate would have a comprehensive understanding of physical aspects of stream hydraulics, hydrology and fluvial geomorphology. The River Management Engineer must possess an advanced familiarity with earthwork and heavy construction, be familiar with erosion, sediment and water control techniques, and be able to:
    • Readily identify all physical river parameters necessary to complete comprehensive reviews;
    • Perform basic field surveying, grade setting, staking and earthworks lay-out;
    • Read and understand relatively complex engineering design plans;
    • Draft plans and cross sections for relatively simple or standard projects such that the plans can be clearly understood by the lay person;
    • Determine adequacy of design plans such that the entire project is addressed, including construction procedures;
    • Write and verbally communicate well with all interested or affected parties, giving adequate opportunity for input into department regulatory decisions and technical recommendations.This work is performed under the general supervision of the supervising River Management Engineer as part of a collaborative team of 5 engineering staff who primarily telework when not in the field. Fieldwork may involve exposure to chemicals, gases, hazardous liquid and solid waste, and construction sites during all weather conditions; and may involve traversing rough terrain and bodies of water. Some work outside of regular working hours, including attendance at public meetings, may be required.
