Summary:
Under general supervision, provides leadership, manages and directs daily operations activities and initiatives across programs in the Alaska Native Epidemiology Center at the Alaska Native Tribal Health Consortium. This position ensures program alignment with the mission and vision of the Alaska Native Tribal Health Consortium (ANTHC) and the Alaska Tribal Health System (ATHS).
Responsibilities:
- Directs the operations of a comprehensive tribally operated Alaska Native Epidemiology Center (EpiCenter) that serves the Alaska Tribal Health System and individual Alaska Tribes and tribal organizations. Represents EpiCenter and advocates for Alaska Native health through participation and reporting to statewide health committees and coalitions.
- Develops, collects, analyzes and disseminates information about the health of Alaska Natives. Identifies priorities for health improvement and disease prevention. Identifies and analyzes surveillance and other public health data pertinent to various health issues among Alaska Natives; researches, interprets technical data and prepares reports. Develops strategic plans and tactical goals for the department; determines scope and priorities of projects; coordinates resources required to achieve goals. Compiles and analyzes data. Reviews, identifies gaps or inadequacies, and recommends improvements. Serves as Principal Investigator on research and epidemiology projects.
- Updates staff and Scientific Advisory Committee on epidemiology developments. Identifies and pursues sources of funding for the department. Assures effective communications with executive management and ATHS member organizations. Makes professional presentations to a variety of professional, executive and public audiences. Disseminates information to Tribes, corporations and health agencies.
- Serves as a resource for technical information and responds to requests to identify, advise and direct ANTHC, Alaska Tribal Health System member organizations, the Indian Health Service and other agencies in existing epidemiological information. Develops plans for research and evaluation of a variety of subject areas. Submits manuscripts for publication.
- Represents Community Health Services division on relevant ANTHC technical and advisory teams. Makes presentations to executive management, Tribal boards and leaders, and the public. Participates on various divisional technical and advisory teams, providing advice and information on project management and integration of services.
- Manages grant programs; assures accuracy and timeliness of financial reporting; assures contractual compliance with grant conditions. Reviews and approves technical reports; coordinates communications and dissemination of research results.
- Tracks relevant health status and workload indicators to assess and ensure efficacy of program efforts in consultation with the ANTHC leadership. Prepares regular progress reports for the ANTHC Board, and other members of the ATHS specific to data and trends.
- Provides leadership, direction, and guidance to assigned staff. Develops goals and priorities, and assigns tasks and projects. Develops staff skills and training plans. Counsels, trains and coaches staff. Implements corrective actions and conducts performance evaluations. Meets regularly with staff to discuss and resolve workload and technical issues. Model and promote ANTHC Behavior Standards.
- Provides leadership, direction and guidance in project planning, troubleshooting, implementation and grant management procedures. Effectively addresses personnel issues in order to promote a productive and healthy work environment.

KNOWLEDGE and SKILLS
- Knowledge of Alaskan Native Tribal health system, cultures and health issues.
- Knowledge of medical terminology, anatomy, physiology and concepts of disease.
- Knowledge of research program resources, protocols and procedures, especially focused on epidemiologic analysis methodology employed in research.
- Knowledge of patient care activities, the hospital environment and how services and functions interact.
- Knowledge of applicable statutes, rules, regulations, ordinances, codes, administrative orders and other operational guidelines and directives.
- Knowledge of the sound financial management practices in a grant environment; of budget development and budget analysis.
- Knowledge and experience in the development of grant applications, standard regulations and principles of grant programs.
- Knowledge and experience in the acquisition, analysis, and display of data; and in extraction of information and knowledge from that data in support of organizational improvement and quality management activities.
- Knowledge of personnel administration, and contracts administration and management.
- Knowledge of analytical and other relevant computer system software programs.
- Skill in analyzing, interpreting and reporting health data.
- Skill in interpreting and applying laws, rules and regulations pertaining to grant management and compliance.
- Skill in survey design and database management techniques.
- Skill in operating a personal computer utilizing a variety of software, including statistical applications.
- Skill in grant writing and project management including data collection, analysis, reporting and evaluation.
- Skill in effectively managing and leading staff, and delegating tasks and authority.
- Skill in establishing and maintaining effective working relations professional colleagues and representatives from other local, state and federal agencies.
- Skill in effectively communicating verbally and in writing with staff, patients, and other stakeholders with many different experiential, educational, and cultural backgrounds.
- Skill in working with and facilitating cooperative organizational development and process improvement activities among individuals, multidisciplinary teams, cross-functional groups and internal and external customers.
MINIMUM EDUCATION QUALIFICATION
A Master’s Degree in health, public health, public administration, social science, technical communications or related field.
MINIMUM EXPERIENCE QUALIFICATION
Non-Supervisory - Seven (7) years of health-related program experience.
AND
Supervisory - Five (5) years public health, health-related, or general management experience, including supervision and direction of professional and technical staff members.
PREFERRED EDUCATION QUALIFICATIONS
An MD, DO, or PhD in Public Health or Medical Science from an accredited university.

Certificate in Public Health (CPH) Project Management Professional Certificate.

- May be called out to work off-shift in emergency situations.
- Travels to remote locations within Alaska and throughout the continental US as required. Requires occasional travel to remote locations by boat, snowmobile, ATV or small plane.
