The City of Modesto is currently seeking a candidate to join our Composting Operations Team as a Compost Facility Operations Supervisor. The Compost Facility Supervisor is responsible to plan, organize, direct, and supervise the work of crews engaged in compost site operations, maintenance, repair, and/or construction work; and to perform a variety of technical tasks related to assigned area of responsibility.
We are seeking a candidate with experience managing all aspects of composting operations including daily processing of material, supervision of employees, maintaining safety standards, compliance with government regulations, and the sales/marketing of end products.

Essential Functions:- Recommend and assist in the implementation of goals and objectives; establish schedules and methods for operating, repairing, and maintaining the City’s compost facility; implement policies and procedures.
- Plan, prioritize, assign, supervise, and review the work of staff involved in the operations, maintenance, repair, and construction of City compost facility activities, infrastructure, equipment, grounds, and land.
- Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; prepare various reports on operations and activities.
- Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for equipment, materials, and supplies; monitor and control expenditures.
- Participate in the selection of staff; provide or coordinate staff training, including in the full range of compost facility operations, maintenance, repair, and construction; work with employees to correct deficiencies; implement discipline procedures.
- Coordinate the work unit safety program, including ensuring that training is provided as appropriate.
- Manage the sales of organic products to landscapers, wholesalers, retailers, farmers, nurseries, and governmental agencies.
- Ensure product quality programs are followed and processing standards are met.
- Achieve productivity and throughput standards through staff training and process planning.
- Assist in estimating and scheduling work and in determining type and quantities needed for such work.
- Oversee sales and marketing initiatives related to compost products.
- Assist in project management.
- Develop and maintain preventative maintenance, asset, and equipment inventory programs.
- Make recommendations and supervise the use of specialized material processing equipment involved in composting.
- Maintain accurate and up-to-date records and conduct monitoring and testing programs as required by federal and state laws and regulations.
- Oversee operation of a full range of heavy and light equipment as needed such as grinders, screens, windrow turners, water trucks, loaders, dump trucks, etc.
- Provide technical advice and assistance to subordinate staff.
- Maintain time, material, and equipment use records.
- Requisition supplies and materials.
- Answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve complaints.
- Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.
- Observe and maintain a safe working environment in compliance with established safety programs and procedures.
Perform related duties as assigned.
Knowledge of:- Materials, methods, practices, equipment, and elements of compost facility operations.
- Basic composting science, theories of compost production, compost analysis, regulations, and testing, heavy equipment operation and maintenance.
- Principles and practices of windrows and Aerated Static Pile material processing systems.
- Types and levels of operations, maintenance, and repair activities performed in a compost operation.
- Principles and practices of supervision, training, and performance evaluation.
- Principles and practices of budget development, implementation, and monitoring.
- Principles and practices of safety management.
- Pertinent OSHA, DOT, federal, state, and local laws, codes, rules, and regulations, including those pertaining to compost facility operations.
- Report writing procedures.
- Principles and practices of cost accounting.
- Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.
- Organize, implement, and direct compost facility operations and activities.
- Plan, estimate, direct, coordinate, schedule, and review the work of others.
- Supervise, train, and evaluate staff.
- Write and apply for federal, state and local grants.
- Operate and maintain equipment and tools used in the field.
- Identify and implement effective courses of action to complete assigned work relating to regulatory material processing requirements.
- Interpret, explain, and apply federal, state, local, and department policies, procedures, laws, rules, and regulations.
- Assist in the development and monitoring of an assigned program budget.
- Coordinate work assignments with other divisions, departments, and outside agencies and organizations.
- Identify and analyze problems within the facility’s operations, make recommendations and implement corrective actions.
- Develop and recommend policies and procedures related to assigned operations.
- Prepare technical reports and memoranda in a well-constructed and concise manner.
- Communicate clearly and concisely, both orally and in writing.
- Establish and maintain positive, cooperative working relationships with assigned staff, other City departments and divisions, vendors, customers, contractors, and regulatory agencies.
- Operate office equipment including computers and supporting word processing, spreadsheets, database applications, and complex scale and compost operations software is desirable.
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:Three years of increasingly responsible experience in solid waste, recycling, or composting program operations, or related field, including one year of supervisory responsibility. Experience in compost facility operations is desirable.
Training:Equivalent to an Associate’s Degree with major coursework in an agricultural field of study, crop or soil science, environmental science, or related field.
License or Certificate:Possession of a valid Class A or Class B Commercial California driver’s license with specific endorsements, as assigned, is required within sixty (60) days of appointment.
Completion of United States Composting Council (USCC) Compost Operations Training Course completed within probationary period.
Possession of Overton’s Safety Training Certification for Front End Loader completed within probationary period.
Completion of Solid Waste Association of North America’s (SWANA) training, Managing Composting Programs completed within probationary period.
Possession of USCC’s Compost Operations Manager Certification is required within thirty-six (36) months of appointment.
Failure to obtain any of the required licenses/certificates within the prescribed time may result in release from probation or termination.
Mobility:Occasional performance of manual labor; frequent standing for long periods of time; frequent bending and squatting. Lifting: frequently up to 50 pounds; occasionally up to 75 pounds. Vision: constant use of overall vision. Dexterity: frequent grasping, holding, and reaching. Hearing/Talking: frequent hearing and talking in person. May be required to wear ear protection or hear in noisy conditions. Emotional/Psychological: frequent coworker contact; occasional working alone. Environmental: frequent exposure to loud noise; frequent exposure to chemicals, fumes, and other environmental substances.
WORKING CONDITIONSWork is performed in a typical outdoor environment on a year-round basis as is subject to typical street or field noise and environment including exposure to loud equipment and machinery; exposure to noise, dust, grease, smoke, fumes, gasses, wastewater biosolids, and potentially hazardous chemicals. Positions may be assigned to remote locations. Positions may require occasional overtime or weekend work and travel is rare.
