Maintains and repairs various systems and equipment, including, but not limited to, heaters, air conditioners, electrical equipment, and plumbing; monitors and maintains security, fire alarm, and energy management systems; and fills out appropriate paperwork for documentation of work performed.


SUMMARY

The Human Resources Director originates and coordinates Human Resources practices and objectives that will provide an employee-oriented, high-performance culture that emphasizes empowerment, quality, productivity and standards, goal attainment, and the recruitment and ongoing development of a superior workforce. The Human Resources Director coordinates implementation of services, policies, and programs and assists and advises elected officials/department heads about Human Resources issues. Other duties may be assigned.


RESPONSIBILITIES
  1. Conducts a continuing study of all Human Resources policies, programs, and practices to keep management informed of new developments, procedures, and laws.
  2. Protects the interests of employees and the county in accordance with county policies and governmental laws and regulations.
  3. Counsels with employees and supervisors regarding personnel policies, practices, including advising about consistent disciplinary documentation and procedures.
  4. Conducts investigations when employee complaints or concerns are brought forth.
  5. Reviews employee appeals through the county complaint procedure.
  6. Assists Department Heads and Elected officials by conducting interviews in instances of grievances, new hires, separations or any other necessary time.
  7. Reviews and guides management recommendations for employment terminations.
  8. Determines and recommends employee relations practices necessary to establish a positive employer-employee relationship emphasizing quality, continuous improvement, high performance and promote a high level of employee morale and motivation.
  9. Manages employee communication and feedback through such avenues as county meetings, suggestion programs, employee satisfaction surveys, newsletters, employee focus groups, one-on-one meetings, and Intranet use.
  10. Develops and/or recommends revisions to County employment policies at the Commissioners Court direction.
  11. Assists in a process of organizational planning that evaluates job design, and personnel forecasting for the county. Makes recommendations to the Commissioner's Court.
  12. Coaches elected officials/department heads on effective methods and objectives with regard to employee retention and to create and maintain a work environment with high morale and productivity.
  13. Assists with developing job descriptions for approved budgeted positions. Develops and updates organizational charts for departments.
  14. Assists in developing county departmental goals and objectives as requested.
  15. Establishes the standard recruiting and hiring practices and procedures necessary to recruit and hire a superior workforce.
  16. Provides necessary education and materials to managers and employees by establishing an in-house employee training system and addressing county needs including training needs assessment, new employee orientation, management development, production cross-training and the measurement of training impact. Also, selects and contracts external training programs and consultants.
  17. Oversees the performance management system, which includes performance development plans and employee development programs of non-performing employees.
  18. Supervises Human Resources consultants, attorneys, investigators and training specialists.
  19. Develops and monitors an annual budget that includes Human Resources, employee recognition, and wellness.

SUPERVISORY RESPONSIBILITIES

Ensure all policies including the Code of Ethics are followed by department personnel. Registers and ensures the attendance of department in training classes. Manages all operations of the Human Resources, including assigning and reviewing work, directing, training, conducting performance reviews, promotions, discharges, and disciplinary measures planning and designing work procedures to utilize resources efficiently.

Must have evidence of practicing a high level of confidentiality, as well as excellent organizational skills. Also, should have the ability to conceptualize and implement big picture/strategic projects. EDUCATION and/or EXPERIENCE

A minimum of a bachelor's degree or equivalent in Human Resources related field required. Ten plus years of progressive leadership experience with specialized training in employment law, organizational planning, organization development, employee relations, safety, training, and preventive labor relations preferred. Active affiliation with appropriate Human Resources networks and organizations and ongoing community involvement, and organizations that practice effective Human Resources Management also preferred.

KNOWLEDGE OF/ SKILLS AND ABILITY

Must possess a broad knowledge and experience in employment law, compensation, organizational planning, organization development, employee relations, training, and development. Need to have appropriate oral and written communication skills, excellent interpersonal and coaching skills. Possession of the ability to interact effectively with the Commissioner's Court. Position requires excellent computer skills in a Microsoft Windows environment, including Excel and skills in database management and record keeping.


CERTIFICATES, LICENSES, REGISTRATIONS

Must be able to obtain and keep Notary Public certification and PHR or SPHR designation. Must be insurable by agency insurance carrier. Must have valid Texas driver's license, provide proof of insurance, and have adequate transportation.


PHYSICAL DEMANDS

While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, write or feel; reach with hands and arms; bend, crouch, and kneel; and talk and hear. The employee is frequently required to stand and walk. The employee must frequently lift and/or move objects weighing up to 30 pounds such as stacks of records, or other similar objects. Specific vision abilities required by this job include close vision, and ability to adjust focus.
