Parking Services Supervisor/Operations

Under general supervision, this classification plans, directs and supervises all activities related to parking planning and operations.
Essential functions of the job include, but are not limited to, the following:
- Ensures Department services are provided with exceptional customer service and the highest level of ethical standards.
- Implements, oversees, and manages contract services and compliance. May be required to respond to after-hours urgent or emergency conditions.
- Implements, oversees, and manages all aspects of the City's Preferential Parking Program.
- Implements, oversees, and manages all valet parking and special events.
- Manages all aspects of maintenance and operation for the City's parking structures and lots.
- Represents the City in meetings with outside agencies and acts as a liaison to other Departments on parking or contract services.
- Evaluates, recommends, and implements solutions to parking related issues. Takes initiative to identify service and process improvements, including technology enhancements.
- Conducts surveys and studies, collects, analyzes and interprets data concerning parking programs. Prepares a variety of complex reports, draws conclusions, and makes recommendations.
- Assists in the preparation of short range and long range parking plans. Prepares implementation plans within financial constraints.
- Prepares and submits budget reports anticipating equipment, materials, and personnel needs. Makes recommendations on parking fees.
- Ensures compliance with all Federal, State, County, and local requirements related to parking. Prepares RFP's, RFQ's, and bidding documents as needed.
- Ensures proper revenue controls are in place at appropriate processing points. Assists with, conducts, or oversees auditing as needed.
- Prepares oral presentations and written reports related to parking projects and programs.
- Supervises, directs, trains and evaluates subordinate and contracted staff, including scheduling. Reviews and evaluates employees' job performance and recommends appropriate personnel action.
- Responsible for independent projects and or programs on an ongoing basis or as assigned. Works on multiple, concurrent projects while managing priorities and tasks.
- May drive on City business.
- Assumes responsibility for ensuring the duties of this position are performed in a safe, efficient manner.
- Performs other related duties as assigned or as the situation requires.
Experience
Five years of professional experience in parking management or related field.
Education/Training
Graduation from high school or attainment of GED, CHSPE or CPP. Associate Degree or Bachelor's Degree in Public Administration, Business Administration, or a related field is desirable.
License(s)/Certification(s)
Valid California Class C driver's license.
Knowledge, Skills & Abilities

- Budgetary control methods and budget presentation.
- Parking principles, products, technology, and rate structures.
- Parking program development, management and operations.
Skill in:
- Analyzing and resolving office administrative situations and problems, regulations, rules and policies.
- Effective oral and written communications, both on a one-on-one and a group basis.
- Handling public interactions such as inquiries or complaints.
- Organizing work, setting priorities, meeting critical deadlines, and following up on assignments with a minimum of direction.
- Public speaking and presentation.
Ability to:
- Provide exceptional customer service to all employees and vendors.
- Communicate effectively in English, both orally and in writing.
- Develop functional measures for the monitoring of program effectiveness.
- Effectively train and supervise subordinates.
- Establish and maintain smooth working relationships, resolve inter-personal conflicts, and tactfully deal with all levels of employees and the public.

- Working knowledge of computer and basic programs such as Windows, Outlook, Word, and Excel or equivalent, and the ability to learn additional software/hardware programs as needed.

- Work overtime as requested or required.
Promotional Eligibility
Any City of Glendale employee who meets the minimum qualifications for this position, has completed probation or six months of City employment, and is occupying a permanent full-time classification. Hourly City employees may be considered, provided that they furnish proof of continuous employment immediately preceding the final filing date, which would equal a minimum of six months of full-time service or 1040 part-time hours. (Civil Service Rule VIII 4-E).
