Regional Wilderness and Trails Program Manager

- This position provides leadership, oversight and guidance to various field units for a highly technical and complex developed recreation program.
- Provides advice and guidance on all issues related to the business management and administration.
- Advises line officers and Forest staffs about the principles of developed recreation management, planning and integration of these principles and activities into the management of other forest and rangeland resources.
- Develops and monitors programs that provide training to second and first level unit staff in developed recreation management through the national database system (INFRA).
- Serves as Regional expert in the analysis of technical and financial capability of developed recreation facilities such as the Recreation Facility Analysis and provides advice to authorizing officers on this.
- Develops and monitors Forest staff in several resource related disciplines on a variety of visitor information services including visitor information personnel, recreation opportunities, website development, and recreation reservation services.
- Serves as primary Regional staff specialist in "recreation fee program" and fee program administration.
- Serves as Regional advisor of the campground concession program.
- Serves as Regional coordinator for National Visitor Use Monitoring (NVUM) program and directs forest staff and regional office in managing capacity and allocation issues.
- Serves as staff specialist for input into and review of Regional Guide and Forest Land and Resource Management Plan updates and revisions on matters relative to developed recreation business management.

This is an interdisciplinary position and may be filled in any of the job series listed below.
Basic Requirement:
Required Education (Professional/Scientific):
GS-101 series:
- Degree: behavioral or social science; or related disciplines appropriate to the position OR
- Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field OR
- Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
- Degree : biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position OR
- Combination of education and experience : Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
- Degree: landscape architecture or landscape design OR
- Combination of education and experience -- for each year short of graduation, the applicant must have had 1 year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design.

Specialized Experience Requirement:
For the GS-13: Applicants must have one year specialized experience equivalent to at least the GS-12 grade level in the Federal service defined as two or more of the following: Developing plans and strategies to establish sustainable developed recreation programs integrated with other resources; AND/OR Designing, planning, or managing sustainable recreation facilities for diverse user groups; AND/OR Applying land management policies in the development and use of recreation infrastructure, scenery management, and recreation permitting.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

: To exercise selection priority for this vacancy, CTAP/RPL candidates must meet the basic eligibility requirements and all selective factors. CTAP candidates must be rated and determined to be well qualified (or above) based on an evaluation of the competencies listed in the How You Will Be Evaluated section. When assessed through a score-based category rating method, CTAP applicants must receive a rating of at least 85 out of a possible 100.

This is a non-bargaining unit position.
This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.
The salary amount will be adjusted to include a Cost of Living Allowance (COLA). A gradually reducing COLA will continue to be paid after December 31, 2012. COLA will not be eliminated until 65% of the locality pay equals the frozen COLA rate. See the OPM website at: for additional information.
